FHI 360 is currently recruiting for the position of Monitoring, Evaluation and Learning (MEL) Manager for an anticipated USAID-funded project. The proposed USAID/Morocco EcoRise will support efforts to mitigate the impact of climate change in Morocco, promote climate change adaptation best practices, and strengthen the resilience of vulnerable communities to climate change through education, economic growth, and governance programming. The Program will also seek to support Morocco in achieving its Nationally Determined Contributions (NDCs), including adaptation initiatives. Through its implementation, the Program will support the definition of priority actions that will be the most impactful and relevant in catalyzing climate action, building resilience, particularly for marginalized groups, and reducing emissions. As USAID/Morocco aims to advance locally led development and climate action, the Program will explore holistic strategies to strengthen locally led programming that drives scalable climate action and inclusive systemic change.

Job Summary

The MEL Manager will be responsible for providing technical leadership in monitoring program activities, ensuring the collection of high-quality, verifiable data, and analyzing it effectively. The MEL Manager will establish and manage the project's overall Activity Monitoring, Evaluation and Learning Plan (AMELP), overseeing key components of the plan, such as indicator definition, target setting, data collection, analysis, and reporting on all key outcome, impact and custom indicators for the program. This individual will also be responsible for the knowledge management aspect of the project, ensuring that lessons learned are captured and analyzed.

The M&E Manager will oversee capacity building efforts by training staff, local partners, and other USAID/Morocco EcoRise stakeholders in MEL components. The individual will foster a collaborative and adaptive approach, ensuring that the results of M&E activities are fed back into the project and disseminated to the team for continuous adjustment. The M&E Manager will report to the project Chief of Party and oversee the MEL team.

The position will be based in Morocco. Recruitment is contingent upon successful award of the program and the selection of the final applicant is subject to USAID approval.

Lead the development and oversee implementation of the USAID/Morocco EcoRise M&E activities, including the development and execution of the Activity Monitoring, Evaluation and Learning Plan (AMELP).

In coordination with activity leadership, select and define indicators, work with FHI 360 and consortium partner project staff to set targets for indicators, plan data collection activities, and analyze data to measure the results of the project and achievement of strategic objectives of USAID.

Oversee and directly contribute to the development and implementation of MEL tools and systems to improve the ability to collect, interpret and aggregate data that track tangible, measurable progress toward project results. Oversee the development and implementation of high-quality quantitative and qualitative methods and participatory methodologies; design appropriate feedback mechanisms with participants to assess whether the approaches implemented by the project are effective.

Develop a rapid rolling assessment system to track critical aspects of the project and respond to significant events affecting project implementation.

Train staff, stakeholders, and implementing partners on MEL components and project design.

Work with the technical team to develop the learning agenda and support the team with adaptive learning strategies for innovative and effective programming.

Review and provide input to project work plans, with attention to building in learning to technical activities and operations.

In coordination with other project team members contribute to writing and disseminating lessons learned among team and program partners.

Responsible for ensuring the timely and quality completion of MEL-related deliverables and reports, in accordance with USAID guidelines and AMELP requirements.

Supervise - directly or indirectly - assigned M&E staff, as appropriate.

Required Qualifications

Master's degree (and at least 8 years of work experience) or higher preferred in international development, social sciences or a related relevant subject with a strong grounding in quantitative and qualitative research methods; or Bachelor's degree (with minimum of 10 years experience).

At least five (5) years prior experience leading monitoring and evaluation research teams in large international programs.

Five (5) years prior experience conducting rigorous quantitative and qualitative research and data analysis in field-based positions.

Proficiency with Microsoft Office package

Experience working in Morocco preferred.

Demonstrated ability to use monitoring and evaluation findings to inform project adjustments to maximize effectiveness; experience with rolling assessments preferred.

Experience leading MEL activities for projects focusing on climate change mitigation and economic resilience preferred.

Strong understanding of issues related to climate change in Morocco and its impact on economic growth and other development outcomes.

Understanding of gender equality and social inclusion considerations for the Morocco context.

Knowledge of both quantitative and qualitative research methods required.

Experience with participatory research methods preferred.

Knowledge of innovative MEL methods effective in resource-limited and remote areas.

Experience in database management, particularly relational databases, preferred.

Knowledge of statistical packages such as SPSS, R, and/or STATA, preferred.

Understanding of visualization tools such as Tableau and Power Bi preferred.

Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to project and program compliance and reporting, experience with climate change and economic indicators preferred.

Excellent attention to detail, proactive attitude, and ability to work with a diverse range of stakeholders.

Experience providing mentorship and support to MEL staff.

Strong report writing, analytical, and communication skills, including oral presentation skills; ability to articulate technical information clearly and effectively to both technical and non-technical audiences

Strong facilitation skills for training enumerators, counterparts and project and partner staff; additional experience building the capacity of local partners preferred

Fluency in French and English, both written and verbal; knowledge of Arabic is highly desirable.
