RINA is currently recruiting for a Middle East Procurement Manager to join its office in Abu Dhabi within the International Procurement Division.
Mission
-----------
The Procurement Manager for Middle East has to oversees the company's sourcing and supply chain according to Corporate strategic plans. The Manager is responsible for scouting vendors, products and services, negotiating contracts and acquiring the most cost-efficient deals without compromising on regulatory aspects, quality and ESG principles, within a model of Business Ready Supply Chain. Corporate Projects and Budget will lead the planning of sourcing needs and activities.
Key Accountabilities

• Forecasting needs/supplies and implementing Procurement Strategy, liaising with PPM;
• Supporting in the supplier scouting and segmentation, supporting Global Supply Chain Scouting & Vendor Management in the identification of new vendors for onboarding & qualification purposes;
• Maintaining relationships with strategic suppliers to drive innovation and continuous improvement;
• Collaborating with Business / Corporate Departments / key managers to ensure clarity of the specifications and expectations of the Company;
• Devising and using fruitful sourcing strategies;
• Managing the entire procurement process according to an end-to-end perspective and Corporate procedures, by collecting the requirements, receiving and treating the Purchase Requisitions, identifying the suitable vendors to involve, issuing Requests for Quotation and managing the receipt, coordinating the technical evaluation (when provided), finalizing the bid comparisons and issuing the procurement recommendations
• Defining target prices and commercial conditions ("Target Setting") and dealing with shortlisted vendors for Best and Final Offer (BAFO);
• Negotiating and finalizing contracts and framework agreements to ensure favorable terms and conditions;
• Conducting final bid comparison, including evaluation of commercial conditions and vendor performance;
• Directly executing the procurement process on the ERP, dedicated systems, and through any other supporting tools;
• Contributing to a culture of long-term saving on procurement costs;
• Contributing to the choice of key functional metrics to reduce expenses and improve effectiveness;
• Contributing in matching department budgets and needs;
• Ensuring compliance with the organization's sustainability goals and industry standards
• Generating reports/dashboards or providing info to give insights into procurement performance and procurement recommendations including best price achieved, commercial conditions, and any other relevant information;
• Collaborating with Requesting Units to collect and plan needs;
• Collaborating with cross-functional teams to gather input and ensure alignment with organizational goals;
• Being constantly aligned with Directors and PPM;
• Adhering to initiatives to enhance efficiency, effectiveness, and sustainability within the supply chain;
• Actively participating in cross-functional projects and initiatives to drive continuous improvement across the organization;
• Applying Corporate procedures aimed to guarantee common processes across RINA Group companies and countries, improving the internal standardization, communication, management and company integrations;
• Supporting the Risk Passport Procedure for the Supply Chain related matters, liaising with Procurement Directors/PPM in the risk identification phase and mitigation strategies;
• Developing strategies to mitigate potential risks associated with contracts and suppliers, such as financial instability, non-performance, capabilities, non-compliance, or ethical concerns;
• Establishing contingency plans for critical suppliers to ensure business continuity;
• Ensuring that contracts comply with relevant laws, regulations, and ethical standards;
• Supporting audits as needed to verify supplier compliance.

Qualifications
------------------
• College/University bachelor's degree in Technical Subjects (e.g. Engineering) or Accounting and related/Law.
• At least 4/5 years of experience in Supply Chain, with strong focus on negotiations activities on large scale.
• Good understanding of accounting and financial reporting principles and practices.
• English and Arab native speaker or proficient knowledge.
• Knowledge of GCC market and GCC vendor base.
