JOB PURPOSE:Provide strategic and operational leadership and direction to ADNOC and Group Companies towards Group Upstream Information Management, in alignment with corporate goals & objectives of ADNOC, fulfilling its vision, mission & values.Strengthen the function through development of robust strategy for Information Management, translating it into quantifiable and measurable outcomes, ensuring efficiency & performance, profitability, and people development.Develop and implement strategies for ADNOC Group for most suitable optimized technology solutions, end-to-end data management supply chain, information security, data completeness and quality management, disseminating technical and managerial data to stakeholders, archiving, customer satisfaction, employee growth and talent management, national workforce development, internal and external business relations.KEY ACCOUNTABILITIES:Management Support
Establish and oversee the implementation of ADNOC policies and guidelines regarding information management and control, cascading down to Upstream Group companies as necessary.
Oversee and ensure all management information dashboards are up-to-date with reliable information at all times for efficient, data-driven decision support and is aligned with Senior Management directives for all requirements related to information support.
Provide timely and regular reports to Senior management with reference to progress on various information management projects and initiatives across the Group
Information Management Governance
Direct and oversee strategic capacity planning in the areas of Upstream Information Management within ADNOC Group.
Cascade all relevant operational plans and performance objectives pertaining to Upstream Information management to the Group companies
Manage the establishment and adherence to the required service level agreements for successful delivery of products and services to the relevant business Functions
Internal & External Stakeholder Management
Ensure a robust strategy and direction is in place with reference to communication involving internal and external stakeholders, including all governmental agencies, ministries, municipalities, universities, product vendors and service providers, etc.
Direct and govern all data and information exchange with internal and external stakeholders, ensuring all communication is conducted in full compliance with relevant ADNOC policies, with respect to security and confidentiality of data.
Support all relevant information management requirements of the different functions within Upstream Directorate and other business support functions including downstream, general services, medical division, crisis management, petroleum ports authority, Panorama, etc.
Provide support to all relevant information management requirements of external stakeholders such as Ministry of Energy, Supreme Petroleum Council, ADSIC, UAE & Worldwide Universities, UAE Municipalities, UAE Military, and other UAE Government entities as required.
Customer Satisfaction
Direct and oversee all activities related to provision of data to the business user community, ensuring high quality service is provided and maintained at all levels for all business Functions
Direct and oversee all activities related to Upstream Information Management solution support, ensuring reliability and availability of business solutions at all levels for the business Functions.
Oversee delivery of state-of-the-art tools and applications to help access necessary data and information, ensuring high level of user satisfaction
Digital Transformation
Responsible for all Upstream Information Management and Digital Transformation Solutions within ADNOC Group
Support all corporate entities in their initiatives towards Digital Transformation
Support the key strategic business initiatives such as Artificial intelligence, Big Data, Business Analytics, Business Process automation across ADNOC & Group Companies
Lead market studies, screening, selection and implementation of relevant solutions related to AI, Big Data, and Analytics Business Process automation relevant to Upstream Information Management across ADNOC & Group Companies
Ensure right competencies are in place to support various Digital Transformation initiatives across ADNOC & Group companies
Data Governance & Information Management
Direct all Data Governance activities and related services across ADNOC Group ensuring all relevant processes and procedures and standardized, streamlined, monitored and measured, especially with respect to Exploration & Production Data
Direct and oversee all activities related to Group Upstream Information Management across ADNOC Group with an endeavor to continually improve the workflows, processes and procedures, and working environment
Govern all activities for maintaining completeness and quality of all relevant data, ensuring adequate quality control measures are in place for maintaining quality and reliable data
Oversee all activities including the design and delivery of Information Management Solutions and System Support, Geomatics function, Upstream Data Center, to ensure highest quality and efficient services to the business user community across ADNOC Group
Develop strategic plan for establishing Central Petroleum data repository with an architecture that will integrate all other technical repositories across the Group
Technology Evolution & Management
Direct, oversee and support technology evolution within the ADNOC Group with respect to Data Management, Analytics & Visualization, and Management reporting
Lead ADNOC Group for adoption of emerging technologies and evolving business solutions in relation to Upstream Information Management and oversees implementation
Guide and plan a robust information management landscape for the Group, as well as for the implementation and maintenance of current systems as part of the information landscape
Oversee and ensure maximum uptime and stability of the business solutions
Information Security
Oversee activities related to data/information security ensuring all vulnerabilities are addressed on time and eliminated with strategic solutions that increase data security
Ensure a strategic plan and direction is in place with reference to corporate Information security, in collaboration with IT Security departments across the Group
Oversee development of controls and frameworks related to data administration. This includes granting and revoking authorization of access, user level security, backup procedures, managing redundancy and disaster recovery
Generic AccountabilitiesManagement
Plan and supervise the activities of the personnel and resources of the Department to achieve the Division objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Division objectives.
Develop the knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDPs), Succession Planning and Talent pipeline within the Department in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Budgets and Operational Plans
Compile and provide input for preparation of the Division budgets and regularly monitor expenditure against approved the Department budget levels.
Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
Lead the implementation of approved Department policies, processes, systems, standards, procedures and internal controls in order to support execution of the Division work programs in line with Company and International standards.
Performance Management
Implement the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines and continuously monitor the achievement of the Department KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.
Organisation Structure and Development
Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
Innovation and Continuous Improvement
Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.
Health, Safety, Environment (HSE) and Sustainability
Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Information Systems (MIS) and Reports
Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.
COMMUNICATION & WORKING RELATIONSHIPS:Internal
Regular contacts with Senior Management and personnel at all levels within the Group in order to provide advice on policies and procedures related to the area of Information Management
Frequent contacts with Data Governance Steering committee members and other Senior Managers from ADNOC Group and SPC for functions related to data and information management including knowledge sharing
Frequent contacts with relevant Division/Departments within ADNOC and Group Companies to identify business needs and to formulate support strategies
Regular contacts with Planning and Finance to ensure proper planning and cost effective measures are in place with reference to Information Management
Regular contacts with GITU on support matters, acquisition of IT requirements and IT budgets
Regular contacts with GPU for matters concerning contract negotiation and renewals
External
Regular contacts with products and solution providers, and other information management companies for training, system updates and enhancements
Bachelor's Degree in Geosciences, Petroleum Engineering or equivalent
Minimum Experience & Knowledge & Skills
15 years of professional experience in Exploration and Production activities or related functions, including 8 years in a relevant senior functional management role
Demonstrate best management skills and techniques and in-depth knowledge of the business domain
Experience in the Exploration & Production domain covering seismic, reservoir engineering, petroleum engineering, geology, Petrophysics, drilling operations and other functions handling the data management activities
