Parsons is seeking an experienced

Lead Urban Planner

to join our team for a major metro/rail project in the United Arab Emirates. In this role you will play a critical role in developing comprehensive urban planning strategies to support the design, implementation, and integration of a metro/rail project. This role requires collaboration with multidisciplinary teams to ensure sustainable, efficient, and innovative transit-oriented development throughout the project's design and engineering stages.

What You'll Be Doing:

Lead the preparation of master plans, zoning studies, and land-use strategies for metro/rail corridors and station areas. Conduct feasibility studies, impact assessments, and urban design analysis to support project planning. Collaborate with design engineers during concept, preliminary, and detailed design phases to ensure urban planning considerations are integrated effectively. Provide technical expertise in transit-oriented development, multimodal integration, and sustainable urban mobility solutions. Coordinate with stakeholders, including government authorities, transportation agencies, and community groups to ensure alignment with regional development goals. Conduct station area planning, integrating pedestrian flow, accessibility, and mixed-use development. Support environmental assessments and mitigation strategies during the design stages to minimize project impact. Lead meetings, workshops, and presentations to gather input and ensure community engagement. Manage project timelines, budgets, and resources effectively. Ensure compliance with local planning policies, environmental regulations, and industry best practices. Prepare and present detailed planning reports, visualizations, and documentation for clients and regulatory bodies.

What Required Skills You'll Bring:

Bachelor's degree in Urban Planning, Architecture, Civil Engineering, or a related field (Master's preferred). Minimum 15 years of experience in urban planning, with a focus on large-scale infrastructure projects such as metro/rail systems. Experience in producing master plans, conceptual designs and integrating urban planning principles during metro/rail design engineering stages. Thorough understanding of local statutes and planning rules and regulations. Excellent communication and stakeholder management skills. Demonstrated experience in leading multidisciplinary teams. Ability to manage complex projects with multiple stakeholders and tight deadlines.
