ITS Operations Project Manager

Dubai, UAE

Parsons is looking for an amazingly talented ITS Operations Project Manager to join our team! In this role you will be responsible for all activities performed under this Contract.

The TMC is the hub of the Dubai traffic control system, where information about traffic and road network conditions are collected and combined with other operational and control data to manage the road network in the Emirate and produce traveler information. It is considered the focal point for communicating traffic information to the media, the public and a central location for coordinating responses of the client and other agencies to critical traffic situations and conditions.


The TMC links various elements of Intelligent Traffic Systems to a central processing system (iTraffic-ATMS), including Dynamic Message Signs (DMS), CCTV Cameras, Traffic Signal Controllers, Vehicle Sensors, weather information system, and Video Incident Detection System.


What You'll Be Doing:

• Develop project schedules to the project activities.
• Work with the project staff to execute project on schedule and within budget.
• Manage clients and in-house staff to bring projects in at cost.
• Act as the primary liaison between client and project's staff and establish and implement procedures to provide the agreed upon services to Client.
• Prepare and oversee preparation of technical, including manhour estimates.
• Define project, including scope of work, deliverables, schedules and specific client requirements, if any.
• Provides direction, making decisions and/or obtaining additional assistance as the situation warrants to ensure project completion per schedule and budget.
• Promote technical excellence on the project, including furtherance of the Quality Improvement Process.
• Ensure that adequate checking is performed in accordance with policy and procedure.
• Ensure that work is coordinated between the Home Office staff and Site staff by maintaining clear and frequent communications.
• Advise upper management regarding any problem areas, staffing requirements, delays in production, scope changes, or other events which could affect project completion and/or profitability.
• Initiate and/or reviews change order requests for additions, deletions, or changes to the original scope of work.

What Required Skills You'll Bring:

• Bachelors Degree in engineering from a reputable institution
• Minimum 15 years of experience with 10 years relevant experience in ITS and traffic operation projects
• A thorough knowledge of ITS Operations and Traffic Management principles and systems
• Substantial experience managing one or more large traffic operations contracts within a traffic control center
• Substantial experience in at least one of the following Contract related areas: o systems engineering, systems integration, big data analysis, traffic software development, or traffic/transportation engineering
• Experience in for long-range strategic program planning activities
• Demonstrated success in keeping programs on schedule and within budget while meeting the performance goals of contracts managed, and in effectively managing multiple Team Members
• Demonstrated leadership and management experience, especially with staff in different geographic locations
• Knowledge of local and regional traffic operations is desirable
