Overall Purpose of The Job


Ownership & accountability for Group-wide program and campaigns that assure V.Group compliance with, and delivery against, all current and projected legislative, industry, and client standards and best practices, supporting with data-led analysis of performance trends and root causes to ensure continual improvement of our service delivery and statutory obligations, and effective adoption of new, value-add standards as may be required.



Key Responsibilities and Tasks


Promoting A Strong, Pro-Active Safety Culture

Ensure the Company's Safety Culture is promoted and maintained to the highest possible standards, in all locations, through

• Active engagement with all employees on HSSEQ-related issues
• Participate in & provide input to HSSEQ-related meetings and inspections
• Actively promote the application of all Company safety management processes and safe working practices
• Implementing and promoting V.Group's 'Key Behaviours of Great Safety Leaders' (accompanying this JD)



HSSEQ Leadership

• Provide interface between BU Cluster and Group management on HSSEQ issues
• Act in the DPA role for respective BU Cluster with access to;
• highest levels of respective management under ISM DoC's within the Cluster, and
• to Group-level leadership roles within the HSSEQ function
• Act as HSSEQ representative for client meetings, authority liaison and external forums
• Provide clear leadership to the BU Cluster HSSEQ team to ensure all members are delivering relevant, effective support & value to internal functions and external parties.
• Ensure individual BU Cluster HSSEQ team members are providing visible, positive examples to effectively drive the Company's safety culture and HSE performance
• Set & monitor annual PDR objectives, and supporting KPI's, that will enhance team members' performances, whilst mutually supporting Group and BU objectives
• Actively partake in shore- and vessel-based safety meetings and Senior Leadership Engagement sessions, to encourage constructive discussion and drive management engagement



HSSEQ Performance & Analysis

• Deliver against all Group programs, campaigns, objectives, and projects that support achievement of HSSEQ performance, Group KPI's, delivers additional local value, and ensures continual improvement
• Relevant data is proactively analysed and utilised to inform effective, data-driven decisions to enhance performance
• Identify trends within local performance and implement effective measures to correct or enhance as required
• Where required, ensure data submitted to Clients is effectively collated & submitted on time, to accurately reflect relevant performance criteria



Compliance & Certification

Oversight of local compliance with all legislative, operational, client-driven, and internal standards, to ensure;

• Customer relations and satisfaction are continually maintained to ensure flawless service delivery
• timely completion of all required audits and inspections, and the retention of associated certification/licenses
• relevant standards, procedures and best practices are correctly implemented or adopted
• minimal potential legislative, operational, and administrative non-conformity
• the V.MS meets the requirements of all parties and any proposed amendments to internal documents are effectively passed to relevant Group function heads
• where BU Cluster-specific V.MS content is required to be compiled or amended, assist the relevant function head to submit and close such amendments
• all findings & actions are managed & effectively closed out within agreed timeframes



Conduct of Audits & Inspections

• Act as HSSEQ lead for external audits and internal assurance program, incorporating industry standards (ISM, ISO, ISPS etc.)
• Support the BU Cluster Vetting Manager for external audits and internal assurance program, incorporating commercial standards (TMSA, DryBMS etc.)
• Undertaking, reporting, and managing actions arising from a required audits & inspection, providing an oversight of;
• on-board safety and vessel management
• level of crews' safety culture and safety awareness
• effectiveness of on-board V.MS implementation and compliance with relevant external standards
• effectiveness of support afforded to the fleets from all BU Cluster functions and teams
• proactive awareness of on-board improvement opportunities and potential non-conformities



Incidents & Lessons Learnt

• Act as HSSEQ lead for BU Cluster investigations of Accidents, Incidents & HiPo Near Misses, where required
• Support BU Cluster emergency response activities in actual and simulated emergency scenarios
• Where required, ensure an appropriate level of BU Cluster HSSEQ representation and involvement during client-led investigations
• Ensure root causes and corrective actions are satisfactorily addressed
• Ensure local production and publication of relevant Bulletins and Alerts that will address findings, highlight Lessons Learnt, and deliver improvement opportunities
• In conjunction with the above, ensure publications are discussed with Group HSSEQ to ensure further distribution of such publications to other BU Clusters



Development & Evolution

• Identify opportunities for growth & development of the HSSEQ function, to ensure capabilities and means of delivery are continually improved
• Monitor local industry & legislative developments to support Group HSSEQ in ensuring the V.MS & operational aspects are evolved to meet future legislative, operational, and strategic demands
• Where required, assist in specific projects such as;
• management & maintenance of ShipSure process, and ShipSure BI analytics and insight
• providing function-specific input to internal development projects
• development and implementation of safety initiatives

Essential


Competences (as defined within the ISM Code) to act in the role of DPA

• Professional Qualification or Certification in HSSEQ-related field
• Recognised DPA and CSO qualifications
• Recognised Incident Investigator qualification
• Strong, clear communication skills, especially regarding maintenance of HSSEQ standards
• Extensive experience of delivering against needs of various statutory external bodies; Class, Flag etc.
• Experience of interfacing with clients and meeting their demands in relation to implementation and management of HSSEQ-specific aspects
• Significant experience in engaging and collaborating with multinational / multicultural teams




Desirable

• Significant experience in a management role
• Good working knowledge of ISM and ISPS codes, other standards (MLC, MARPOL, SOLAS, ISO, OHSAS, etc.) & statutory regulations relating to vessel operations
• Recognised Lead Incident Investigator qualification
• Recognised academic or professional qualification in relevant field
• Strong data analytical skills
