Job Description

Lead all the HSE activities, processes, communications and team in line with the company's HSE policies and procedures to ensure the desired level of safety, health and environment standards in the respective location; area, plant, operations, or projects, etc. Lead the team to perform all the HSE verification, training and inspection towards supporting the plant operations and assets. In addition, advise on any reported potential threats or deviated operating and HSE conditions. Plan the HSE inspection activities and shifts to ensure inspection for all the related operations, assets, equipment, projects, etc., and shifts are planned and conducted per the schedule Organize the workload among the teams to ensure balanced activities by the HSE inspection teams per each plant per shift. Lead the daily communications for shift, operations, or project updates to ensure consistent and timely information cascaded to the team. Provide with recommendations, inputs and feedback for the formulation, development and implementation of the annual HSE plan. Supervise development and executing HSE training programs with specific focus on HSE Induction programs. Supervise implementation of emergency management to all employees in order to promote a safe working environment. Supervise in establishing a training program based on HSE competencies. Supervise training and awareness programs for ADNOC Sour Gas personnel, including but not limited to contractors/service providers. Oversee the inspection, maintenance, and checks of all firefighting systems, fire station equipment, and other equipment to ensure the readiness of it at all time. Maintain site emergency response capability at optimum preparedness level in the face of foreseeable contingencies. Lead the creation and update of emergency response scenarios to ensure that all personnel with emergency duties are fully prepared through training and exercises. Monitor site emergency mock drills as witness and propose recommendations. Participates and coordinates on site Emergency drills and as Site Safety Officer role in IMT. Monitor the personnel and operations act in the site to ensure adherence to Health, Safety and Environment standards in line with the company's HSE objectives and standards. Plan and monitor the HSE' audits and tours, for regular or non-regular, and internal and external, to ensure the proper conditions all the time. Investigate accidents, incidents, and other relevant reports and matters to ensure proper analysis and recommendation per each. Ensure availability of all required fire, safety, lifesaving, environment, and emergency equipment to meet all possible contingencies. Maintain updated inspection records available at all times for checking and verification by external parties. Specify the personal protection equipment requirements for all site employees and monitor the enforcement of these requirements. Provides HSE Supervision and coordination for SIMOPS, Shutdowns, and start-ups and commissioning activities. Coordinate with concerned divisions to implement Audit actions and recommendations via SAP system and follow-ups. Develop yearly HSE Audit plan for the HSE-MS procedures and ensure compliance audit reports are issued with action plan, follow-up for close out. Anticipate, identify, assess, and control hazards related the activities, operations, technology, material, equipment etc., and initiate efforts to control the associated risks through industry best practices, specific studies, audits, etc. Ensure compliance with HSE standards and regulations, in liaison with the company's HSE, and customize the required site-specific procedures to cover the site work activities. Investigate all incidents (including environment pollution) in order to evaluate and determine causes, and provide with recommendation to alleviate such situations. Participate in new projects phases, from the preparation and design, until the commissioning and start-up, to address all HSE standards and requirements within and after the project. Lead and support the HSE studies in the respective area; such as QRA, HAZAN, HAZOP, etc., to provide with HSE related inputs, history and relevant information associated with plant modifications, technical and new projects. Review the HSE requirements and specifications of new facilities and operating manual to ensure timely recommendations and alignments of received services or product. Monitor the implementation of the Permit to Work (PTW) in the respective site to ensure the validity to conduct non-routine technical modifications. Participates as needed in the Job Safety Analysis sessions for pertinent tasks and provide eventual recommendations with control measures. Ensure that the Facility HSE IA is up dated and participate in HSEIA review. Provide necessary guidance to concerned divisions to implement HSEIA action items. Review new COP's issued by ADNOC and implement within Operations BL. Review MoC's and act as Technical Authority for MOC approvals. Focal point for all Contractor HSE-MS (performance evaluation/audits etc). Lead and recommend communications, awareness and training sessions for the respective area and site, to introduce new or developed standards, processes, technology, etc., or tackling certain hot topics. Review and define the HSE Training needs and develop training program to ensure the level of HSE understanding and competency among the HSE and site teams. Communicate and report the risk findings and alarms to ensure mitigating the hazards within the site, and develop and maintain the necessary control mechanisms in line with the HSE Management System. Plan and supervise the activities of the personnel and resources of the Section to achieve the Department objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Section in line with Department objectives. Develop the knowledge, competencies and innovative spirit in the Section and support the establishment of Personal Development Plans (PDP's), Succession Planning and Talent pipeline within the Section in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets. Compile and provide input for preparation of the Department budgets and regularly monitor expenditure against approved the Section budget levels. Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control. Manage all HSE related LTSA contract (e.g. scope development/PR creation/Technical bid evaluation/closeout). Lead the implementation of approved Section policies, processes, systems, standards, procedures and internal controls in order to support execution of the Department work programs in line with Company and International standards. Implement the Company Performance Management System for individuals within the Section in accordance with Company approved guidelines and continuously monitor the achievement of the Section KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card. Review, develop and recommend the appropriate organization structure for the Section that will best utilize human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
