The HSE Officer & Welfare Lead is responsible for overseeing the development, implementation, and management of the Health, Safety, and Environment (HSE) policies and procedures within the organization. This role ensures compliance with international and local safety standards, including ILO, OSHAD, and ISO 45001, and focuses on promoting a safe working environment and employee welfare.
Key Responsibilities:
• HSE Management:
• Develop, implement, and maintain HSE policies and procedures in compliance with ILO, OSHAD, ISO 45001, and other relevant standards.
• Conduct risk assessments and audits to identify potential hazards and implement corrective measures.
• Oversee and manage incident investigations, ensuring that root causes are identified and corrective actions are implemented.
• Monitor HSE performance and report on key metrics to senior management.
• Onsite HSE:
• Ensure the implementation of HSE policies and procedures across all onsite operations.
• Conduct regular site inspections and audits to ensure compliance with HSE guidelines and regulations.
• Provide guidance and support to onsite teams in maintaining a safe working environment.
• Welfare Management:
• Lead initiatives to promote employee welfare, including health programs, mental health support, and ergonomics.
• Develop and implement welfare policies and procedures to ensure the well-being of all employees.
• Collaborate with HR to address employee welfare concerns and develop improvement strategies.
• Training & Development:
• Design and deliver HSE training programs for employees at all levels to ensure compliance with safety standards.
• Conduct regular safety drills and emergency response exercises.
• Keep up to date with the latest developments in HSE practices and integrate them into the organization's training programs.
• Compliance & Reporting:
• Ensure that all HSE activities are in compliance with local, national, and international regulations.
• Prepare and submit reports on HSE performance, incidents, and compliance status to regulatory authorities and senior management.
• Maintain records and documentation related to HSE activities and incidents.
• Stakeholder Engagement:
• Act as the point of contact for HSE matters with regulatory bodies, clients, and other external stakeholders.
• Engage with employees to promote a positive safety culture across the organization.
Qualifications & Experience:
• Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field.
• Minimum of 10 years of experience in a senior HSE role, with a strong focus on onsite HSE and welfare.
• In-depth knowledge of ILO, OSHAD, ISO 45001, and other relevant HSE guidelines and standards.
• Proven experience in developing and implementing HSE policies and procedures.
• Strong leadership and communication skills with the ability to influence and engage employees at all levels.
• Certification in Occupational Health and Safety (e.g., NEBOSH, IOSH) is highly desirable.

• Ability to manage multiple projects and priorities in a fast-paced environment.
• Proficient in MS Office and HSE management software.
