The Manager - HSE is responsible for ensuring highly motivated HSE team that successfully achieve their operational objectives on budget and schedule. The Manager - HSE must fulfill the administrative responsibilities of a Senior Management Executive and operate in accordance with the Companys Procedure, Policies, HSE Standards and Quality Management System. The operational responsibilities and accountability of this position include: General Responsibilities (but not limited to):
Responsible for the design, implementation and co-ordination of all HSE programs. Shall develop and provide technical and administrative directions on all HSE decisions
Able to develop, implement and maintain HSE related procedures, policies, risk-assessments for the various activities, aspect-impact assessments etc. for the various operations of the company
Shall conduct work place safety audits, report incidents, conduct incident investigation and root cause analysis.
Responsible for getting the necessary approvals such as Environmental License, Civil Defense License for smooth running of operations.
Shall be able to conduct HSE related trainings, encourage safe working practices, corrects near misses and reports the same.
Shall be able to work with the multi-national employees and achieve cultural change in the face of potential resistance.
Shall liase with external agencies and ensure compliance with the various requirements.
Review and update the HSE procedures and policies periodically and ensure compliance with the local and international regulations.
Maintain positive and proactive relations with Managers and employees as well as our customers and regulatory agencies
Shall promote incident prevention for the benefit of employees and visitors.
Shall be a Lead Auditor in ISO 14001 / OHSAS 18001 OR ISO 45001.
Facility Specific Responsibilities (but not limited to):
Walk the manufacturing floor periodically to establish HSE presence and provide support.
Conduct daily, weekly and monthly HSE meeting / training and schedule as needed.
Ability to evaluate PPE and ensure proper use and maintenance of PPE
Assist in emergency response and provide first aid treatment.
Develop and maintain Behavior based Observation Safety programs
Develop JSA (Job Safety Analysis) and implement the same.
Conduct ISO audits and assists in the implementation of HSE Management Systems and certification.
Periodically inspect all the HSE tools - first aid boxes, fire hoses, fire alarms, fire extinguishers and ensure they are working smoothly and have valid certification.
Inspect the work related tools - grinding and cutting tools, forklifts, cranes, hook and belts - and ensure suitability for use.
Supports the sales department in the preparation of bid documents by providing HSE documentation

Education:
Bachelor's (Preferred)
Experience:
HSE in manufacturing, Oil & Gas or construction company: 10 years (Preferred)
License/Certification:
UAE Driving License (Preferred)
NVQ level 5 Diploma in Health and Safety or its equivalent (Preferred)
British Safety Council level 6 certificate or its equivalent (Preferred)
ISO 14001 / OHSAS 18001 or ISO 45001 (Preferred)
NEBOSH (International) General Certificate (Preferred)
Willingness to travel:
75% (Preferred)
