One of our leading Construction industry clients in the UAE is looking for an HSE Advisor who will be responsible for the employee to work in safe environment.
He will oversee the health, safety and environmental effects of all the activities and identify hazards, assess risks, and implement solutions to prevent injuries or illness from occurring. Responsible for implementing HSMS. He will be responsible for providing occupational safety advice to all . he HSEA leads the drive to develop the safety culture at the field through engaging with all elements of range operation and testing.
Responsibilities
Other responsibilities will include:
Responsible for monitoring and assessing hazardous and unsafe situations and developing measures to assure personnel safety. Will correct unsafe acts or conditions through the regular line of authority, although the Safety Officer may exercise emergency authority to prevent or stop unsafe acts when immediate action is required. Maintains awareness of active and developing situations. Ensures the Site Safety and Health Plan is prepared and implemented. Ensures there are safety messages in each Incident Action Plan. Help promote OHS awareness. Develop the Health and Safety Management Systems (HSMS) depending on the nature of the activity and implement them. Monitor compliance to the HSMS by conducting regular inspections and internal auditing of site activities. Non-compliance has to be reported to the department/project in-charge and followed-up until rectified. Update existing policies and procedures as required. Good understanding of the HSE Legislation of the respective Emirate (the office or project is in) and stay up to date.
Review all safety paperwork with regards to occupational safety and confirm to Test Safety Manager to approve or deny approval to all tests Work with test specialists, clients and RCOs to develop all risk assessments for tests Check each test to assure the Capability Manager that risk assessments have been read and understood with controls and mitigations being implemented. Maintain the risk assessment register at the range to ensure that all risk assessments have been reviewed at the intended interval duration Review the maintenance of all occupational safety registers such as the control of substances hazardous to health (COSHH) register Carry out workplace inspections Provide occupational safety advice to managers and leaders Conduct test inspections to ensure safe working practices are being implemented Review risk assessments provided by clients, suppliers and third parties active
Requirements
To be considered for this role, you need to meet the following criteria:
Qualifications
Engineering or Diploma in HSE
Occupational Safety and Health Certification
ISO Auditor Certification - Preferred.
Experience
Should have at least 7 years of experience as HSE Officer or Engineer, with minimum 3 years in the UAE
Should have experience in construction work, dealing with contractors and sub-contractors.
Should have experience in developing and implementing ISO 45001:2018.
Should have Driving License, Strong communication and training skills, document development skills, well versed with MS Word and Excel, Physically fit and sound, Fluency in English.
Arabic speaker - desirable
