Job Summary:

We are seeking an experienced NEBOSH-Certified Safety Officer with 10+ years of expertise in workplace safety management. The candidate will be responsible for ensuring compliance with health, safety, and environmental (HSE) regulations, implementing safety programs, conducting risk assessments, and training employees. The ideal candidate should have strong knowledge of UAE safety laws, Dubai Municipality (DM), and international HSE standards (ISO 45001, OSHA, etc.).

Key Responsibilities:

1. HSE Compliance & Regulations

? Ensure compliance with UAE safety laws, Dubai Municipality, OSHA, NEBOSH, and ISO 45001 standards.

? Monitor and enforce permit-to-work (PTW) systems, Lockout/Tagout (LOTO), and confined space entry procedures.

? Conduct regular site inspections and audits to identify and rectify hazards.

? Ensure compliance with fire safety regulations, first aid procedures, and emergency evacuation plans.

2. Risk Assessment & Hazard Control

? Perform risk assessments (HIRA, JSA, etc.) to identify potential workplace hazards.

? Develop and implement corrective and preventive actions (CAPA) for workplace safety risks.

? Ensure proper PPE (Personal Protective Equipment) usage and conduct safety drills.

3. Training & Employee Awareness

? Develop and conduct HSE training programs, toolbox talks, and safety induction sessions.

? Train employees on safe work practices, fire safety, first aid, and emergency response.

? Promote a strong safety culture and behavior-based safety (BBS) initiatives.

4. Incident Investigation & Reporting

? Investigate accidents, near misses, and unsafe practices to determine root causes.

? Prepare detailed incident reports and recommend safety improvements.

? Maintain accurate HSE records for audits, compliance, and regulatory reporting.

5. Contractor & Subcontractor Safety Management

? Ensure contractors and subcontractors comply with company HSE policies.

? Conduct safety inductions and pre-qualification audits for subcontractors.

? Enforce corrective actions for safety non-compliance.

6. Environmental Safety & Sustainability

? Ensure hazardous waste disposal, pollution control, and sustainable safety practices.

? Implement environmental monitoring programs for air quality, noise levels, and chemical handling.

Requirements & Qualifications:

? NEBOSH International General Certificate (IGC) / Diploma (mandatory).

? Minimum 10 years of experience in HSE management.

? Knowledge of UAE HSE laws, Dubai Municipality safety regulations, OSHA, and ISO 45001.

? Experience in construction, oil & gas, manufacturing, or aviation safety (as per industry).

? Strong expertise in risk assessment, incident investigation, and emergency planning.

? Certification in First Aid, Fire Safety, Confined Space Entry, and Working at Heights is an advantage.

? Proficiency in MS Office and safety reporting tools.

? Excellent communication, leadership, and problem-solving skills.

? Ability to work under pressure and enforce strict safety compliance.

Preferred Certifications (Additional Advantage):

? OSHA 30-Hour/OSHA 10-Hour Certification

? ISO 45001: Lead Auditor Certification

? IOSH Managing Safely Certification

? H2S (Hydrogen Sulfide) Safety Certification

? Fire Warden / Emergency Response Training
