Job Description

The purpose of this position is to lead a team of a health and safety officers to provide professional specialist advice and technical guidance on specific issues relating to workplace health and safety, human factors, fire and electrical safety.MAIN RESPONSIBILITIES
  • Develop and maintain elements of the management system relevant to workplace health and safety, operations safety, fire and electrical safety and human factors management in close liaison with the functional departments;
  • Coordinate an ongoing safety improvement programme to reduce the risks to health and safety, and monitor implementation of control measures and arrangements identified as necessary;
  • Maintain and monitor a safety leadership program for the organisation.
  • Ensure compliance with health, safety, welfare and fire legislation and keep abreast of relevant standards and industry best practice.
  • Coordinate systems to ensure effective consultation and communication on health and safety policies, processes and improvement programmes;
  • Develop and maintain a human factors strategy.
  • In liaison with the Learning and Development Department, develop and maintain training and assessment regimes for health, safety and fire related issues;
  • Implement systems to ensure the timely reporting and effective investigation of accidents and incidents, ensuring that lessons learnt are captured and used in the continuous improvement process;
  • Carry out regular workplace health, safety, welfare, and fire and electrical safety audits and inspections, producing reports and recommendations for improvement;
  • Develop, and monitor compliance with, standards and procedures for ensuring the fitness of employees to work safely, including drugs, alcohol and fatigue;
  • Maintain KPI\'s on safety performance and produce management reports in order to analyse trends and recommend improvements;
  • Ensure companywide awareness of the health and safety policy;
  • Prepare and carry out regular training programs for staff on fire and evacuation and general health and safety;
  • Carry out proper and timely assessment of risks to health and safety, and implementation of measures and arrangements identified as necessary from the assessments;
  • Review and update emergency procedures, evacuation plans, safety signs and incident reporting;
  • Ensure each workplace satisfies the local and international standards for health, safety and welfare requirements;
  • Review and monitor prevention and precautions in risk registers and/or hazard logs for adequate control of, exposure to hazardous substances, and danger from flammable, explosive, electrical, noise, radiation and manual handling risks;
  • Ensure all new starters receive a full departmental induction and all necessary training for them to become competent in their role within their probation period in conjunction with the Training Department;
  • Ensure the on-going competence of all team members and arrange any training, briefing and/or support that may be required to ensure up-skilling and continuous development of staff capability;
  • Own the competence management system for the team and regularly audit competence records to ensure correct completion;
  • Review con-conformances raised against the department regularly and assign resource to close out overdue Non-Conformances (NCs) within agreed timescales;
  • Lead, manage and motivate the team, including coaching departmental supervisors or team leaders;
  • Complete annual and mid-year appraisals and identify any sub-standard performance or behaviour and ensure corrective action through employee development plans;
  • Ensure that employees understand how they contribute to departmental and organisational goals;
  • Undertake on-call duties as per roster and report notifiable incidents to department leads, Key stakeholders, Regulatory agencies and QHSE Director (where required)
  • Comply with all Keolis-MHI SMS Policies and Standard Operating Procedures and all local regional or contract related policies and procedures;
  • Perform and carry out other duties as instructed / directed by the QHSE Director.
  • Ensure compliance with the Keolis-MHI Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
  • Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Keolis-MHI non-disclosure policy. To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Keolis-MHI organisational QHSE responsibilities
  • Ensure compliance with all training requirements of Keolis-MHI and ensure adherence to these requirements at all times whilst in employment
  • Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process
  • Educate industrial workers on environmental programs and policies.
  • Work with team to develop effective environmental strategies to reduce contaminations.
  • Review and recommend improvements to existing environmental strategies.
  • Investigate environmental incidents and develop action plans.
  • Follow and enforce environmental policies and procedures.
KNOWLEDGE REQUIRED
  • Understanding of QHSE in a rail or transport industry environment
  • Working knowledge of QHSE principles & terminology
  • Working knowledge of railway organisational structures and standards, workflows, procedures and terminology. Examples include hazard logs & risk assessment principles
  • Basic understanding of core Keolis-MHI business operations in Dubai
KEY SKILLS
  • Ability to communicate effectively, both orally and in writing.
  • Report writing and presentation skills.
  • Thorough Understanding of local health and safety and fire regulations.
EXPERIENCES
  • Minimum 5 years railway experience, preferably 2 of which should be in the Health & Safety related role.
  • Experience in supporting the health and safety efforts of an organisation, and providing expert information, advice and training, liaising with external agencies to ensure awareness of matters which might impact its workplace health and safety programs.
  • Good understanding of recognised standards for occupational health and safety such as but not limited to, ISO 45001, Quality (ISO 9001) Environment (ISO 14001) and Fire (NFPA 130).
EDUCATIONNAL QUALIFCATIONS
  • NEBOSH/IOSH Diploma.
  • Collaborative Business Relationship Management CBRM.
  • COSHH Management Certification.
  • Key Instructor Certification.
