JOB PURPOSE
BAE Systems is the UK Government's nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons.

JOB ACCOUNTABILITIES
The Head of Training Governance (HoTG) is responsible to the Director of Engineering (BAES SDT Engineering Authority), through a formal Letter of Delegation, for managing the Engineering Capability required to deliver the short-term project goals and long-term programme, product and functional strategies. The Job Holder will substantiate assurance that Training Solutions are 'fit for purpose' (i.e. Safe, Compliant and Effective); meet the BAES SDT requirements identified through the Governance Framework as well as customer, regulatory and legislative requirements, and that they deliver mutually agreed outcomes thereby supporting the pursuit and implementation of a profitable business. The post holder is responsible for: · day to day to management of the Training Governance section, including Training Systems Management, Technical Talent Management and Product Safety Management; · providing overall training governance for the development and delivery of all BAES SDT Training Solutions, Products and Services (including English Language Training (ELT)) in response to Customer and internal training requirements, · ensuring that BAES SDT Training Solutions, Products and Services in response to Customer or internal requirements are developed and delivered in accordance with BAES SDT Systems Approach to Training processes contained within the Training Solution Lifecycle, the Product Safety Management System and complies with the Business and Customer Product Safety requirements, · maintaining and developing the BAES SDT Training Policy in line with Customer, Legislative, Regulatory and Corporate requirements / standards, · supporting the progression of business winning opportunities through the agreement and deployment of the necessary training capability onto the Projects with clear defined levels of delegation, · developing and maintaining an effective Engineering Delegation of Authority process to lead on Governance and support/assure Delivery and Product Technical Authority areas of the Engineering Authority; · endorsing Letters of Delegation, through formal competency assessments, for proposed lead training individuals at Project and Unit level for the development and delivery of training products as applicable, · Assuring the Director of Engineering that all BAES SDT personnel directly involved in training design, development and delivery activities are suitably qualified and experienced for their role, · assessing training technology, products, service capability Partners and Suppliers to advise Business Streams and ensure cost effective training solutions/relationships are applied to Customer Training Requirements, · chair quarterly training forums with training leads from within the Projects and Operations to discuss training issues, raise awareness of changes to training policies / processes and share best practice within the training community, · working closely with the Project teams and providing SME advice and guidance to ensure that training solutions/support/services are fit for purpose and meet Customer Legislative, Regulatory and Corporate requirements/standards, · providing expert training support and advice to projects to resolve specific training issues / difficulties / capability gaps,
RECRUITMENT SPECIFICATION
· be educated to degree level (or equivalent) with additional management and instructional qualifications; · have a minimum of fifteen years' varied experience in training organisations at a department leadership level; · have considerable experience and knowledge of the Engineering Lifecycle and training solutions lifecycle; · have considerable experience of interfacing with customers at senior level; · have a good appreciation of project management techniques/tools; · be a team player with strong networking, interpersonal and communications skills; · possess commercial awareness combined with a practical organised approach; · have substantial experience within a training environment, in the roles of management of training, Systems Approach to Training (SAT) and training programme delivery; · have well rounded training experience from working in several phases of the training engineering lifecycle across several projects / programmes and, preferably, in a number of engineering domains; · have additional experience of working in / with related but non engineering functions e.g. PM, Supply Chain, Operations; · have experience of working in the Middle East, preferably in Saudi Arabia, on military training programmes; · have experience in resolving issues whilst managing customer expectations; · have experience of managing the development of courseware and instructional media in a technical training institution; · have experience in a position of responsibility involving managing large numbers of staff and resources; · be able to react quickly and make rapid but considered decisions when required; · have knowledge and experience of different training systems and techniques; · be fluent in English (minimum IELTS 7.0 for a Saudi post holder); · have good man management and people development competencies in a training environment; · have leadership experience with proven ability to manage multi-disciplinary staff.
