We are seeking a highly skilled and proactive Senior Procurement and Supply Chain Management to lead and transform the supply chain processes across our network of 70 mental health facilities, ranging from acute hospitals to nursing and care homes. This role requires an experienced leader who can centralize and streamline procurement processes, negotiate cost-effective vendor agreements, manage tenders, and ensure timely and efficient supply chain operations to meet the dynamic needs of our facilities.
Reports To: Chief Operating Officer
Key Responsibilities
1. Procurement Strategy Development:
• Develop and implement a centralized procurement strategy across all units to achieve cost savings and operational efficiency.
• Establish policies and procedures to govern vendor management, procurement, and supply chain operations.
2. Vendor Management:
• Oversee the onboarding of new vendors, ensuring compliance with company standards and regulatory requirements.
• Negotiate contracts, pricing, and payment terms to secure the best value and benefits.
• Build and maintain strong relationships with vendors to ensure reliability and quality of service.
3. Tender and Contract Management:
• Develop, issue, and manage tenders for goods and services required across the facilities.
• Evaluate bids and oversee contract awards in alignment with strategic objectives.
• Monitor contract performance and manage renewals or terminations as necessary.
4. Supply Chain Operations:
• Ensure the timely delivery of supplies to all units, maintaining consistent quality and quantity.
• Implement systems to monitor and manage inventory levels to prevent shortages or overstocking.
• Coordinate with facility managers to forecast needs and address any supply chain issues.
5. Indirect Expense Management:
• Identify opportunities to optimize indirect expenses across the network.
• Monitor and control costs to meet budgetary goals.
6. Team Leadership and Development:
• Build and lead a high-performing procurement and supply chain team.
• Provide training, mentorship, and performance management to ensure continuous improvement.
7. Technology and Process Improvement:
• Introduce and manage procurement and supply chain systems to enhance efficiency, transparency, and tracking.
• Leverage data analytics to make informed decisions and drive process improvements.
8. Compliance and Risk Management:
• Ensure all procurement and supply chain activities comply with relevant laws, regulations, and internal policies.
• Identify and mitigate risks associated with supply chain disruptions.
Qualifications and Experience:
• Bachelor's degree in Supply Chain Management, Business Administration, or a related field (Master's preferred).
• Minimum of 7-10 years of experience in procurement and supply chain management, preferably in the healthcare sector.
• Proven track record in vendor negotiations, contract management, and cost-saving initiatives.
• Strong leadership skills with experience managing cross-functional teams.
• Proficiency in supply chain management software and tools.
