Job Description

The Head of Information Technology will be responsible for developing and implementing the Keolis MHI Information Technology (IT) and Information security (IS) strategy, ensuring that the benefits of Keolis MHI' s investment in information technology is fully realized over the course of the contract term and ensuring that all Keolis MHI staff are fully supported in the use of Business IT.




KEY RESPONSIBILITIES:




Strategic




• Develop the IT & IS roadmap and strategy in coordination with leadership team, ensuring it meets Keolis MHI's business objectives, providing regular assessments of delivery against it.


• Developing, implementing, and evaluating IT projects in line with organizational objectives.


• Meet cross functionally with other department directors to analyse business requirements for IT needs and systems. Act as a business partner by building positive relationships with the key stakeholders in the business.


• Define the data management strategy, governance, and drive the overall effort to digitalize processes that will make Keolis MHI a data-driven company.


• Engage with other functions of business and customer to collaborate on common objectives


Financial

• Assist in building relationships with vendors and creating cost-efficient contracts.


• Manage service level agreements delivered by third-party IT service providers.


• Manage the purchase of new hardware and software, ensuring that the best value is achieved while following defined policies and processes.


• Ensure IT activities for Keolis MHI are managed within agreed budgets.


• Identify and eliminate security risks.


• Ensure compliance with applicable GPDR (General Data Protection Regulations).


Business Processes & Governance

• Implement IT & IS policies, procedures, and ensure proper dissemination within the organization and user adoption.


• Ensure the reliability of the IT systems, networking and business applications. Monitoring performance of these systems through proactive tools.


• Ensure that robust contingency, risk management, and business continuity plans are in place for Keolis MHI's IT services and that these are coordinated with the general business continuity plans.


• Development of benchmarks and metrics to set baseline standards and review for improvement opportunities.


• Direct and manage the implementation of new IT systems and applications across the business, effectively integrating new systems and software into Keolis MHI's network and processes.


• Strictly follow applicable rules and governance.



Reporting




• Manage performance reporting for procurement for the organization including the implementation of tools and key metrics.


• Collaborate with Group and other operating locations for identification of best practices, opportunities to minimize costs, etc.





Capability / People



• Full managerial authority for the IT department.


• Recruits, hires, on-boards, trains and manages the performance of all IT staff.


• Build and maintain an effective manager-employee relationship.


• Lead an engaging culture where each individual is able to work to their full potential in the aligned delivery of the business objectives, develop a continuous service improvement culture within IT to ensure that it supports the business needs.


• Manage the IT team and create a positive, collaborative, team-oriented environment in which they can provide a high-level service.


• Build the talent pool to ensure future capability to deliver the organizational business plan.


• Monitor absence and return to work follow-ups.


• Increase the maturity level of the IT function within the company by:
+ Sharing best practices with teams.
+ Coaching and mentoring.
+ Conducting change management.
KEY COMPETENCIES



• Extensive knowledge of Microsoft Windows environment (desktop and server):
+ Strong understanding of the following technologies
+ Microsoft Active Directory
+ Knowledge of ITIL, COBIT and ISMS best practices
+ M365 Administration and suite of applications
+ Virtualization, including VMWare
+ Cloud services (AWS and Azure)
+ Anti-virus, encryption, web and email filtering software
+ Data analytics & reporting tools Power BI, IBM Cognos
• Data management - backup technologies


• Information Security best practices deployment
+ ISO 27001
+ Information Security Governance practices
• A good understanding of mobile technology, including iOS and Android

Minimum Qualifications




Min.



Required





Education



• Degree in information technology, information systems, computer science or related field. (Master's degree is preferred)
• ITIL Certifications
• Project Management Certification (Prince 2 /PMI)
• Desirable: Cobit and ISO 27001 certifications



Experience



• Minimum 15 years' experience overseeing IT teams and projects.
• Minimum 10 years of experience with demonstrable accomplishments that enhanced efficiency, accuracy, reliability, timeliness, improving business value of business processes preferably for a public transport organization.
• Experience of IT business continuity management, conducted DR Drills
• Experience of delivering Information security management technologies
• Minimum 5 years of experience writing business cases (quantitative and qualitative) to support strategic business initiatives, process improvement initiatives, or IT/Digital transformation.
• Experience of deploying IT Service Management & Information Security best practices such as ITIL and ISO 27001
• Experience in the transportation industry is highly desirable.

• Takes responsibility for maintaining the confidentiality, integrity, and availability of company information by following established ISMS guidelines. Reports any potential security vulnerabilities or breaches to the appropriate personnel and supports the resolution of such issues in a timely manner.


• Demonstrates a strong understanding of the collaborative business relationship policy and the effectiveness of the collaborative business relationship management system, and actively participates in its implementation and embed into the KM business.


• Ensuring a positive attitude to environmental & sustainability initiatives & minimize negative environmental impacts.
