Role Purpose:
The Head of Emiratization is responsible for leading the organization efforts in promoting the employment and advancement of Emirati nationals across MAF Retail, ensuring a successful integration of Emirati talent within our organization. The role will play a pivotal role in developing and implementing strategies to attract, retain, and develop Emirati talent across all levels and functions. Driving the national talents hiring agenda, managing the recruitment of UAE National talent, setting up strategies for sourcing, collaborating with government entities on Emiratization initiatives, planning and execution of talent attraction programs.
The Head of Emiratization will collaborate closely with MAF Executive Leadership team, and government entities to develop and implement initiatives that align with United Arab Emirates and the organizations Emiratization objectives.
Role Details - Key Responsibilities and Accountabilities:
Strategic Planning and Implementation
  • Developing and implementing strategies to attract, recruit, and retain Emirati talent.
  • Collaborating with government entities, educational institutions, and industry partners to promote MAF as employer of choice, highlighting the companys nationalization initiatives and programs.
  • Designing and executing talent development programs, including training, mentorship, and career advancement opportunities, to support the professional growth of Emirati employees.
  • Analysing workforce demographics and trends to identify areas for improvement and develop targeted recruitment and development plans.
  • Creating and managing partnerships with organizations that support Emirati talent development, such as vocational training centers and job placement agencies.
  • Ensuring compliance with nationalization quotas and regulations set by government authorities.
  • Providing leadership and guidance to HR teams and hiring managers to ensure alignment with nationalization objectives.
  • Monitoring and evaluating the effectiveness of nationalization programs and initiatives, and making recommendations for continuous improvement.
  • Serving as a champion for diversity, equity, and inclusion in the workplace, with a focus on promoting opportunities for Emirati nationals.
  • Representing the organization at nationalization-related events, forums, and conferences to build networks and promote the company's commitment to Emiratization.
  • Active member of the talent acquisition and talent management COE community.

Government Relations Management
  • Develop a relationship with government, social institutions and the national communities
  • Stay abreast of latest developments within government agencies that may have an impact on business operations
  • Proactively partner up with relevant external stakeholders to build MAF Retail as a recognized employer of choice for national talent.
  • Oversee the coordination with the Higher Education Sector with an aim to hire national graduates.

Talent Management
  • Oversee the succession planning framework within MAF Retail to ensure sustainable availability of top talent and ensure career enhancement plans are implemented for local staff
  • Provide inputs during the manpower planning process for local talent within the organization
  • Provide training recommendations for up skilling locals in collaboration with internal and external entities
  • Oversee the mentoring process to ensure that local staff have a suitable mentor to guide them
Administration
  • Oversee the maintenance of accurate and constant data base for all locals recruited
  • Ensure that service providers are implementing the agreed contracts properly
Policies and Procedures
  • Ensure that all governmental required documents are filed correctly and well implemented
  • Oversee the recruitment of local applicants is in accordance with the companies HC standards
Human Capital Responsibilities
  • Ensure the implementation of the performance management process
  • Provide mentorship for the purpose of developing a continuous talent pipeline for key roles
  • Identify training needs and coordinate with the HC department to ensure facilitation of training requirements
  • Oversee the development and implementation of on the job-training
  • Ensure constant availability of the required competent staff to support the organization in meeting all its responsibilities, plans, and objectives
  • Provide inputs while developing MAF Retails corporate policies and relevant procedures, and monitor the implementation

Qualification, Experience & Skills:
Minimum Qualifications & Skills Required
  • Bachelors degree in business administration or human resources management, or a related field. Master's degree or/and CIPD is preferred.
  • Extensive experience in HR management, with a focus on Emiratization or nationalization initiatives.
  • Deep understanding of Emirati culture, labour laws, and government regulations related to Emiratization.
  • Proven track record of designing and implementing successful Emiratization programs in a large organization.
  • Strong leadership and communication skills, with the ability to influence and collaborate effectively at all levels of the organization.
  • Strategic thinker with the ability to translate vision into actionable plans and initiatives.
  • Excellent analytical and problem-solving skills, with a data-driven approach to decision-making.
  • Fluency in Arabic and English.
  • UAE national is required.
