Ensure the projects HSE with a strong focus on safety according to Company requirements and good practices
Ensure quality of projects according to MEA Hub/HQ requirements and standards and solar good practices
Ensure project delivery on time and as per the MEA Hub target
Ensure project execution in line with investment committee approved budget
Building good and long-term relations with Client & Partners
Ensure the cohesion, coordination and skillset of the Metier team
Ensure recruitment of competent and suitable PM for new affiliates
Ensure continuous training and Metier development of PM of all affiliates
ActivitiesResponsibilities: Monitor the projects execution of all MEA Hub affiliates to ensure the compliance with Safety, budget, schedule, and quality of projects as set of in our technical offer, committees, technical referential, contractual framework and company standards and processes.1. Project preparation
Support on the selection, qualification, and negotiation of EPCs + various consultants and contractors, and ensure the full respect of the procurement, HSE, Quality and Compliance guidelines and specifications.
Support & attend Hand Over meeting from Business & project development team to Project Management to ensure compliance with the HO procedure, good understanding of projects and risk map the projects.
Support with the tenders reading/validation to ensure compliance with the guidelines and specifications of our company.
Ensure HSE rules are known and implemented by all PMs and EPCs.
Support & attend project kick off meeting with EPC and Client to establish relationship and ensure good understanding
2. Construction
Ensure compliance with our tools and standards to improve project execution, quality, HSE
Support Project Managers with sharing REXs to improve overall processes and quality level
Ensure TOTAL HSE standards are deployed on the filed by Project Managers
Be involved in the HSE objectives of 0 fatality and zero accident
Ensure the rigorous and accurate CAPEX management of the project
Ensure the building of strong relationship with Client, EPCs and suppliers
3. Commissioning of the facilities
Ensure the commissioning tools and check lists are used and recorded
Enforce PR test as per contractual requirements
Ensure the project Handover Documentation is finalized prior Handing over with EPCs
Ensure the handover process with O&M team and Client
4. Project management
Ensure the project construction management process is well applied at every stage of the construction activity
Ensure the project documentation and the management of it is following the proposed MEA Hub project folder structure
Make sure quality and HSE remains at heart of the construction activity at every stage
Ensure at any time that the company governance rules are well applied (approval of investment, variation orders, invoices, Contractual letters, etc.)
Ensure a proper management of change when the situation require it
5. Transverse activities
Ensure the monitoring and coordination of all projects under execution for all MEA hub affiliates
Create and manage the MEA hub reporting for the management
Be the point of contact for the HQ for all MEA hub construction reporting
Take part to the buildup of tools, procedures, processes in coordination with HQ
Liaise with HQ technical services to coordinate our action with the global rules
Coordinate with MEA hub departments & HQ any actions on the implementations of global documentation & tools
Ensure training and competencies of new PMs with all tools and standards
Involve in the recruitment of new Project Managers for all affiliates
Take part and contribute to common events organized by transverse function (HSE, HQ Paris)
Context & EnvironmentThe position is based in Dubai and the scope of activities will extend to the Middle East & Africa Region:
Several regulations across the MEA (Eurocodes, BS, American Codes, etc.)
Several utility body across the MEA with specific requirements
Low Quality and Safety culture within the MEA due to low skilled and less experienced workforce/contractors.
Several different EPCs to work with and different maturity in term of HSE and technical standard. Sometimes low Solar specific knowledges
Project management in multicultural environment and workforce
Simultaneous projects to handle at different stages (20+ project in parallel at the tender / permitting studies / mobilization / construction / commissioning stage)
HR management with a strong business ramp up and therefore staffing ramp up (skilling management / training / mentoring)
Multi-tasks and agile environment due to small affiliate starting from scratch
Competitive market with a limited area for some of the affiliates
Very low presence in the rest of the region / affiliates to build up from scratch / first project to launch without proper existing organization
