Role Purpose:
Lead and manage the Aviation Security section. Ensure regulatory compliance of all aviation entities within emirate of Dubai, with aviation security policies, regulations and standards established by the International Civil Aviation Organization, in addition to national legislation and requirements at the federal and local levels. Determine the appropriate recommendations and preventative actions to achieve DCAA objectives.
Key Responsibilities/Duties:
A. Functional:
• Quality Control Activities: Plan, direct & oversee all quality control activities such as aviation security audits, inspections and tests of all matters related to aviation security on a regular basis, in order to ensure compliance by Aviation related entities within the emirate of Dubai with International Civil Aviation Organization standards and the requirements of the National Civil Aviation Security Regulations.
• Policy Development: Develop & maintain all aviation security policies, standards and regulations for all entities related to aviation security within the emirate of Dubai in accordance to the international & national standards and regulations to ensure that these entities are in compliance with the standards in addition to determining the prohibited actions and unlawful activities that affects the aviation security within the emirate of Dubai.
• NOC's Issuance: Review and approve all applications for no objection certificates requested by the aviation entities related to aviation security activities.
• Security programmes: Approve/accept the Aviation related entities security programmes; including amongst others, the airport operators within the emirate of Dubai, the Aircraft Operator Security Programmes, Airport Tenants Security Programmes, Security Equipment Maintenance Programmes, and Security Training Programmes, and their amendments.
• Certify Aviation Security Entities in Dubai: Certifying all aviation related entities as an aviation security entity in terms of fulfilling the national and local aviation security requirements such as AVSEC training centers and institutes, and audit/inspect them regularly.
• Aviation Security Consultation: Providing the consultations for all aviation related entities and for all projects in the emirate of Dubai which are related to aviation security.
• Screener Licensing Programme: Lead and direct the licensing programme for all qualified screeners to operate security equipment in Dubai's aviation related entities, including Regulated Agents and heliports, in accordance with International Standards and issue the licenses accordingly.
• Liaising with stakeholders: Liaise with all aviation security related authorities such as GCAA, Dubai Police and Aircraft Operators to raise security concerns and suggest corrective action as necessary.
• Security Incidents Investigation: Oversee and manage the investigations of all incidents/breaches which may affect aviation security, such as unlawful interference and bomb threats. Etc.
• Passenger security: Recommend improvements in the procedures for passenger security and facilitation within the emirate's airports.
• Perform other job-related duties as may be assigned from time to time.
B. Managerial:
• Strategy: Set, communicate and oversee implementation of the Section/Department/Sector's strategy in line with the overall objectives, mission and vision of DCAA.
• Budget: Set, consolidate, review, monitor and allocate the Section/department/Sector's budget; and forward to the Director for further approval (in coordination with Accounting Section)
• People Management: Provide direction and manage subordinate staff in performing their delegated tasks; Provide professional development opportunities and perform periodic performance appraisals for reporting staff (in coordination with the HR) and recommend incremental increases and levels of financial rewards, e.g. bonuses and annual pay rises for staff
• Training & Development: Ensure that all direct reports acquire the required skills and knowledge through appropriate training programs (in coordination with the HR).
• Policies, Procedures & Processes: Ensure that the performance of various assigned tasks, and the conduct of staff within the Section are in accordance with the Section's policies and procedures.
Qualifications
Academic Qualifications:
• Bachelor Degree in Aviation Management or equivalent degree.
• Master's Degree preferred.
Certifications:
• International Civil Aviation Organization (ICAO) Aviation Security Professional Management (AVSEC-PM) certificate.
• ICAO National Aviation Security Inspector Certificate.
Professional Experience:
• More than twelve (12) years' working experience in aviation security.
• At least three (3) years in managerial role.
• Demonstrated skill in technical area and management.
• Strong understanding of the discipline of aviation security quality control activities.
