This Company Project Management Teams are responsible and accountable for the delivery of best in class capital projects. PMT is directly involved in executing and managing assigned projects safely, on schedule, within budget and to the highest standards of integrity and compliance. This will involve engineering design, procurement and construction of various sizes ($), types and complexity of small, medium to multi-billion-dollar mega projects. Project Management Team manages and executes projects usually from multiple site offices or engineering contractor design offices, geographically scattered throughout the Kingdom of Saudi Arabia. The primary role is to ensure that engineering design, procurement, construction and project completion is done in compliance with the project objective and contractual requirements i.e. project schedule, cost, HSE, company standards and procedures. The role also involves review and study of grass root and brown field refining and petrochemical facilities.Responsibilities:
Execute capital projects in accordance with the scope, schedule, and budget.
Perform complex technical and administrative tasks related to the design and coordination of communication systems.
Provide technical input and review for the design, construction, pre-commissioning, commissioning, and startup of facilities.
Address technical issues that arise during all phases of the project development related to communication packages of the facilities.
Take responsibility for project development, including engineering studies, technical bid reviews, preliminary engineering, detailed designs, materials procurement, construction, pre-commissioning, handover, commissioning, and startup.
Review and provide input to the Functional Specification for communication equipment in compliance with This Company standards and specifications.
Manage General Engineering Services (GES) design contractor activities during the development of Pre-FEED & FEED, including defining project work scope and schedule requirements, and developing detailed estimates leading to funding appropriation and approval.
Be familiar with international procedures for Projects Phases, Engineering Phases, Bidding procedures, Procurement Processes, Construction Requirements, and Best Practices.
Have a comprehensive understanding of contract documents, project execution plans, interface management, change management, construction sequencing, standards specifications, and project schedules to support the Project Manager and/or Company representative in achieving timely project completion.
Review and resolve day-to-day contractors\' activities related to assigned project work during construction and ensure compliance with Health, Safety, and Environment (HSE) requirements.
Participate in developing communication deliverables, including documents like BDs (Basic Design), I/O lists (Input/Output Lists), ILDs (Instrument Loop Diagrams), ISDs (Instrument Specification Data), specification sheets, communication protocols, C&E (Cause & Effect) diagrams, HAZID (Hazard Identification), HAZOP (Hazard and Operability Study), SIL (Safety Integrity Level), control narrative, startup plans, etc.
Provide design input for identifying, sizing, selecting, and procuring field communication devices.
Attend Factory Acceptance Tests (FAT) for communication equipment, resolving technical issues prior to shipment to the site.
Conduct Site Acceptance Tests (SAT) and Integration Site Acceptance Tests (ISAT) for all communication equipment and address any technical issues that arise.
Perform change order scope definition, cost estimation, and assist the Project Manager or Company representative in the change management process.
Review weekly and monthly reports on the status and progress of contracts, including project costs and schedules. Attend various project meetings, such as progress, stakeholders, design reviews, plot plans, and value improvement.
Review project schedules, coordinate, and monitor assigned project progress, and challenge contractor performance below acceptable standards.
Review, coordinate, and monitor invoices, including checks for claimed vs. actual physical progress, and contractor\'s submittals.
Perform Project Reporting and implement company initiatives during project execution.
Review design/study communication system modifications to the facilities.
Provide routine communication (design and construction) support to facilities.
Develop and/or review testing and commissioning procedures for communication equipment, especially in the facilities.
Be familiar with leading equipment manufacturers/vendors, international standards, and value improvement practices.
Uphold engineering ethics and maintain high standards of professional behavior and conduct.
Requirements:
This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
Hold a Bachelor\'s Degree in Electrical/Communication Engineering from a recognized and approved program.
Possess a minimum of Fifteen (15) years of experience in the refining and petrochemical industries, with a specialty in communication, including five (5) years of field experience in construction, pre-commissioning, commissioning, startup, and operation.
Have Engineering Design & Construction phase experience with a thorough knowledge of engineering practices and economic principles in applicable International Codes, Standards, and Specifications.
Demonstrate a dynamic attitude towards project improvements and cost savings, with PMP (Project Management Professional) Certification being desirable but not mandatory.
Be flexible and willing to work in multinational teams and mobilize to different locations, including remote areas as needed.
