Project Management Teams are directly responsible and accountable for the delivery of best in class capital projects assigned to department. PMT is directly involved in executing and managing assigned projects safely, on schedule, within budget and to the highest standards of integrity and compliance. This will involve engineering design, procurement and construction of various sizes, types and complexity of small, medium to multi-billion dollar mega size projects. Some of these mega projects include the Marjan Increment Program, the Crude Oil to Chemicals program, the Gas Compression Program, the Berri & Zuluf Increment and AMIRAL Program.Responsibilities:
Execute capital projects according to the scope, schedule, and budget.
Provide cost analysis, controls, and reporting for Capital and non-Capital projects.
Offer input and recommendations for cost engineering requirements, including staffing, project controls, and analyzing scope, quantities, and cost data.
Organize, monitor, and control project costs, aligning with contractual requirements, objectives, and Company procedures.
Ensure accurate reporting of all project commitments and maintain updated project and expenditure forecasts.
Proactively advise management of forecasted costs exceeding the approved budget.
Utilize statistical tools for cost metrics analysis and risk assessment.
Analyze contractors\' cost reports and extract necessary data for management reporting.
Prepare and deliver monthly cost engineering information, along with additional ad-hoc reports as requested by Management.
Provide cost engineering expertise and coordinate activities as a group/unit leader for the cost portion of engineering, procurement, and construction contracts.
Collect, monitor, analyze, and report all cost information through the Project Manager.
Review and analyze all claims and Change Orders on project contracts.
Participate in project contract negotiations as necessary.
Take appropriate action when the total forecast indicates that allocated funds will be exceeded.
Requirements:
This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
Hold a bachelor\'s degree in Engineering from a recognized university.
Possess a minimum of 15 years of cost engineering experience in oil and gas, petrochemical, refinery projects, or facilities.
Have at least 10 years of experience in managing project budgets, cost tracking, forecasting, and financial reporting.
Demonstrate broad, multi-discipline knowledge and experience in cost engineering for Oil and Gas projects.
Possess a certification from a Professional Organization, which is highly recommended.
