This Company Project Management Teams are responsible and accountable for the delivery of best in class capital projects. PMT is directly involved in executing and managing assigned projects safely, on schedule, within budget and to the highest standards of integrity and compliance. This will involve engineering design, procurement and construction of various sizes ($), types and complexity of small, medium to multi-billion-dollar mega projects. Project Management Team manages and executes projects usually from multiple site offices or engineering contractor design offices, geographically scattered throughout the Kingdom of Saudi Arabia. The Civil Engineer primary role is to ensure that engineering design, procurement, construction and project completion is done in compliance with the project objective and contractual requirements i.e. project schedule, cost, HSE, company standards and procedures. The role also involves review and study of grass root and brown field facilities.Responsibilities:
Execute capital projects in alignment with scope, schedule, and budget.
Perform complex technical and administrative tasks related to the design and coordination of civil & structural packages.
Provide technical input and review for the design, construction, pre-commissioning, commissioning, and startup of facilities.
Address technical issues that arise during all phases of the project development related to civil & structural packages.
Be responsible for project development, including engineering studies, technical bid reviews, preliminary engineering, detailed designs, materials procurement, construction, pre-commissioning, handover, commissioning, and startup.
Review and provide input on the design of civil/structural packages to ensure compliance with This Company standards and specifications.
Manage design contractor activities during the development of Pre-FEED & FEED, including defining project work scope and schedule requirements, and developing detailed estimates leading to funding appropriation and approval.
Stay updated on international procedures for Projects Phases, Engineering Phases, Bidding procedures, Procurement Processes, Construction Requirements, and Best Practices.
Have a comprehensive understanding of contract documents (inclusive of appendices, drawings, and specifications), project execution plans, interface management, change management, construction sequencing, standards specifications, and project schedules to ensure timely project completion.
Review and resolve day-to-day contractors\' activities related to assigned project work during construction and ensure HSE compliance.
Participate in developing civil/structural packages deliverables, such as plot plans, Piping Plans, foundation details, load assessments, stress analysis, Data Sheets, structural details, BRAs, geotechnical & soil tests, etc.
Provide design input in identifying, sizing, selecting, and procuring civil/structural materials.
Offer design input to facilities, such as pipe racks, substations, PIBs (Pipe Infrastructure Buildings), control buildings, valve stations, process plants for Oil, Gas, refining, NGL (Natural Gas Liquids), utilities, etc.
Perform change order scope definition, cost estimation, and assist the PM (Project Manager) or Company representative in the change management process.
Review weekly/monthly reports on the status/progress of contracts, including project costs and schedule. Attend various project meetings, e.g., progress, stakeholders, design review, value improvement.
Review, coordinate, monitor invoices (claimed vs. actual), and contractor\'s submittals.
Perform Project Reporting and implement company initiatives during project execution.
Review design/study civil & structural modifications to the facilities.
Provide routine civil & structural (design and construction) support to facilities.
Develop and/or review testing procedures for civil & structural packages.
Requirements:
This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
Hold a Bachelor\'s degree in Civil/Structural Engineering from a recognized and approved program (advanced degree preferred).
Possess fifteen (15) years of experience in the Oil, Gas, and refining industries, with expertise in Civil & Structural Engineering, and recognition as an expert in the field.
This experience should include at least five years of field experience, covering construction, pre-commissioning, commissioning, startup, and operation.
Exhibit excellent English verbal and written communication skills.
Have Engineering Design & Construction phase experience with a thorough knowledge of engineering practices and economic principles in applicable International Codes, Standards, and Specifications.
Demonstrate a dynamic attitude towards project improvements and cost savings.
Possess a PMP (Project Management Professional) Certification (desirable but not mandatory).
Be flexible and willing to work in multinational teams and mobilize to different locations, including remote areas as needed.
