JOB PURPOSE
The Flight Dispatcher Chief Instructor oversees the training and certification of flight dispatchers within Fujairah Air Navigation Services and ensures that all flight dispatch personnel are adequately trained to meet regulatory requirements and organizational standards.
NATURE & SCOPE
The Flight Dispatcher Chief Instructor is responsible for the training and certification of flight dispatchers within the organization and reports directly to the Chief Executive Officer for the regulatory requirements and organizational standards.
PRINCIPAL ACCOUNTABILITIES AND RESPONSIBILITIES
Develop and maintain a comprehensive training curriculum for flight dispatchers.
Ensure the curriculum meets regulatory standards and is updated with the latest industry practices and technologies.
Design and implement training modules, including classroom instruction, simulations, and practical exercises.
Conduct training sessions for new and current flight dispatchers.
Use various instructional techniques and formats, such as simulations, team exercises, group discussions, videos, and lectures.
Provide one-on-one mentoring and coaching to trainees as needed.
Develop and administer written and practical examinations to assess trainees' knowledge and skills.
Evaluate trainee performance and provide feedback for improvement.
Ensure all trainees meet the required standards for certification and re-certification.
Ensure that all training programs comply with regulatory requirements set by GCAA.
Conduct regular audits and assessments of training programs and materials to maintain high standards of quality.
Implement corrective actions to address any deficiencies identified during audits.
Maintain detailed records of training activities, trainee progress, and certification status.
Schedule training sessions and manage training resources, including simulators and training aids.
Coordinate with other departments to ensure the availability of necessary personnel and equipment for training.
Stay updated with the latest developments in flight dispatch and training methodologies.
Participate in professional development activities, such as conferences, workshops, and seminars.
Solicit feedback from trainees and other stakeholders to improve training programs continuously.
Lead and manage a team of flight dispatch instructors.
Provide guidance, support, and professional development opportunities for team members.
Foster a collaborative and positive team environment.
Act as a liaison between the training department and other organizational units, such as operations and human resources.
Collaborate with external training providers, regulatory bodies, and industry associations.
Represent the organization at industry events and forums related to flight dispatch training.
Develop and implement training scenarios for emergency situations and irregular operations.
Ensure flight dispatchers are prepared to handle emergencies effectively and in compliance with established protocols.
Prepare and submit regular reports on training activities, outcomes, and compliance to Chief Executive Officer.
Document all training processes, procedures, and best practices for future reference and standardization.
QUALIFICATION
Bachelor's Degree in Aviation, Aeronautical Science, Air Traffic Management, or a related field is preferred.
Flight Dispatcher License or equivalent certification from a recognized aviation authority (e.g., FAA, EASA, GCAA).
Certification or accreditation as an instructor from a recognized aviation training organization or authority.
Any additional certifications related to aviation safety, training, or management will be advantageous.
EXPERIENCE
Minimum of 7-10 years of experience as a flight dispatcher, with at least 3-5 years in a senior or supervisory role.
Experience in training and instructing flight dispatchers, including curriculum development and delivery.
Proven track record of compliance with regulatory standards and successful audit outcomes.
Excellent planning, decision-making, organizational, and communication skills, both oral and written.
Familiarity with requirements for the competence of all personnel to ensure the presence of competent individuals.
Comprehensive knowledge of the General Civil Aviation Authority (GCAA) regulatory framework
Thorough understanding of flight planning, weather analysis, fuel management, air traffic control, and emergency procedures.
Ability to lead and manage a team of instructors, providing guidance and support to ensure high-quality training delivery.
Proficiency in delivering clear and concise instructions, both orally and in writing.
Ability to communicate effectively with trainees, colleagues, and regulatory authorities.
Familiarity with various instructional techniques, including classroom instruction, simulations, and practical exercises.
Ability to assess trainee performance, identify areas for improvement, and implement effective training solutions.
Meticulous in developing training materials, maintaining records, and ensuring compliance with regulatory requirements.
Skilled in using flight dispatch software, simulators, and other training tools.
Proficient in Microsoft Office Suite and other relevant software applications.
Genuine interest in training and developing the next generation of flight dispatchers.
Ability to adapt to changing regulations, industry standards, and training methods.
Dedication to staying updated with the latest developments in flight dispatch and training methodologies.
Strong commitment to maintaining the highest levels of integrity, professionalism, and compliance with regulatory standards.
