Description
The Financial Auditor performs operational, compliance, financial, and investigative audits of intermediate complexity and provides management advisory services.
Main roles & responsibilities
• Operational Audits:
Operational audits consist of critical reviews of operating processes and procedures and internal controls that mitigate area-specific risks. These audits examine the use of resources to determine if they are being used in the most effective and efficient manner to fulfill the University's mission and objectives.
• Prepare the annual internal audit plan based on risk assessment, KPI's and strategic objectives.
• Prepare monthly or quarterly audit reports on audit findings and make recommendations to improve the University's internal controls, within the governance system.
• Follow-up the audit findings (observations) with the divisions/departments to ensure that all observations and recommendations are closed and implemented properly.
• Periodically review and evaluate the policies and procedures, which have financial impacts across all divisions, to ensure that all the policies, and procedures, are realistic, financially implemented, and according to the laws and regulations. In addition, suggest any changes if required.
• Identify the loopholes and areas requiring management intervention to prevent any frauds, recourses misuse, to ensuring that university goals are achieved efficiently and effectively.
• Regular Reviews the efficiency of costing and pricing of the University programs and services across all divisions and provide propose recommendations to increase the profitability.
• Review the business proposals and provide the management with an assessment of such proposals in order to facilitate decision-making in relation thereto.
• The Financial Auditor will serve as the liaison with government auditors or the appointed external financial auditors to coordinate and facilitate their activities at the University. To ensure proper coverage, limit duplication of efforts, and achieve fee containment.
• Financial Audits:
These audits, review accounting and financial transactions to determine if commitments, authorizations and the receipt and disbursement of funds are properly and accurately recorded and reported. This type of audit also determines if there are sufficient controls over financial transactions, cash, fixed assets, etc. that there are adequate process controls over the acquisition and use of resources.
• Audit and verify all payments' processes, and review all bank transfers payments, check payment vouchers, to ensure that all spending according to the division's plans and purchases policy, and all supporting documents are attached, in compliance with university governance system.
• Audit and check employees' salaries payments for promotions and deductions, annual tickets dues, other allowances, signatures, to ensure that all transactions comply with HR laws (Government of Dubai).
• Audit and verify all revenues generation processes, and review all transactions received by the bank and through payment channels, check the revenue contracts, revenue invoices, documents attached, to ensure that all supporting documents comply with the university governance system.
• Conduct a monthly, semi, and annual audit, on university properties, i.e. Cash in hand, inventories, fixed assets, to ensure that all university properties are controlled and safe, in addition, all transactions were recorded properly.
• Review and analyze all financial records of the university and ensure that all accounting books are accurate and as per the financial reporting standards, IFRS, reporting any frauds, misuse resources.
• Meet with the tenders committee and review the contracts and all documents needed such as the financial commitments, payments process, quotations, procedures, etc...
• Review and assess the insurance policies for the university to ensure the sufficient premium amount Vs actual, and to ensure that all risks are covered and linkage with business continuity plans in the emergency cases.
• Adhere to internal and local information security and relevant health and safety laws, regulations, policies, and procedures.
Required qualification & skills
Professional Experience
5 years of relevant experience directly related to the job duties.
Education & Academic Qualifications
Bachelor degree in Finance, Accounting or any related field from an accredited university.
Knowledge, Skills & Abilities
• Spreadsheet software skills to quantify and illustrate routine financial reports, comparisons, impacts, and/or projections.
• Ability to analyze and solve problems.
• Ability to supervise and train assigned staff.
• Ability to effectively communicate accounting information, policies, and/or procedures in a manner easily understood by the customer.
• Ability to persuade and influence others.
• Knowledge of current changes and/or developments in applicable federal, state, local laws, and university policies and procedures.
• Ability to work effectively with diverse populations.
• Ability to analyze processes and make recommendations for improvements.
• Knowledge of university and/or public auditing policies, standards, and procedures.
• Excellent communication skills in both Arabic and English languages.
• Proficiency in PC skills.
