Overview
***This position is physically located in Kuwait in support of LOGCAP***
Under the supervision of the Public Works Director, responsible for facilities engineering, maintenance, operations, and application of quality management programs within Public Works Operations and Maintenance (O&M) activities. Works on solutions exercising independent judgment in developing methods, techniques and evaluation criteria for obtaining results for total program in concert with and at the direction of the Public Works Director. Administrator of the Public Works O&M program(s), having full authority and responsibility for ensuring performance objectives and standards are met. The Facilities Operations & Maintenance Manager (O&M) or designated alternate shall be readily available on-site during regular working hours (the designated alternate manager shall be assigned by the Public Works Director from one of the Public Works Departments).
Responsibilities
This position description is subject to change at any time as needed to meet the requirements of the program or company.
+ Responsible for all operations aspects of implementing the contract including cost management, schedule management, data management, and other related operations and maintenance activities.
+ Ensures that the Public Works Organization properly receives, responds to, executes, and concludes all trouble calls, facility modification requests, and any other requests for special work, including identifying the work being requested, defining the scope of the work, making any necessary repairs, and/or identifying and receiving any required approvals to such work.
+ Ensures all Public Works activities are performed in accordance with all applicable laws, regulations, standards and codes imposed by the U.S. Government and all applicable agreements with the government of host nation.
+ Communicates professionally, both orally and in writing, with the Client, Task Order Manager, Deputy Task Order Manager, Sr. Director and subordinates, as needed, to relay information. This includes, but is not limited to, reports to the Client, subcontractors, staff meetings, performance appraisals, job requirements, Infrastructure metrics, projects, Quality Standard Procedures, and safety practices.
+ Responsible for managing and leading lower level managers and employees performing facilities operations and maintenance related activities.
+ Develops and executes integrated corporate and departmental policies and procedures and provides input on departmental business and technical strategies, objectives and goals.
+ Acquires resources for activity, provides technical coordination of suppliers and leads process improvements.
+ Develops and maintains relationships and partnerships with customers, peers, stakeholders, and partners.
+ Provides oversight and approval of technical approaches, products and processes.
+ Ensures both prime and subcontractors abide by program, contractual, and industrial standards/best practices, where required, which meet the requirements of the contract.
+ Determines need and provides training for personnel to implement and complete projects as directed by the Public Works Director.
+ Participates in various program meeting/reviews and participates in formal briefings to both Customers and corporate management personnel.
+ Generates various reports/deliverables including monthly program status reports to the appropriate management personnel as required by the Public Works Director.
+ Develops and supports achievement of performance metrics for Public Works Activities. Reviews programs with subordinates to ensure a high degree of achievement
+ Performs Job Duties as assigned.
Qualifications
+ Education/Experience Requirements.
+ Bachelor of Science (BS) degree in engineering or related technical field/discipline required.
+ Facility Management Professional or Project Management Professional desirable
+ Ability to obtain host nation driver license.
+ Must be CAC eligible and/or ability to obtain a CAC.
+ Experience:
+ 7 years of experience in facility engineering, Operations, and Maintenance of facility assets and utility infrastructure comparable to/being offered under this contract.
+ Experience in military environment preferred.
+ Skills
+ Must know or capable to gain an understanding of the operations and administration associated with the mission of the Public Works Directorate.
+ Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
+ Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
+ Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
+ Requires a collaborative work style, fostering cooperation and teamwork.
+ Must exercise discretion and good sound judgment.
+ Must have high level of proficiency in the use of MS Office and/or other related applications.
+ The Facilities Operations & Maintenance Manager must have strong capabilities in team building and personnel development.
+ Knowledge of customers (e.g. Department of Defense, United States Army Corps of Engineers and/or Department of State), as appropriate to the specific contract, is required.
+ Working Conditions:
+ Subject to extreme cold. Temperatures typically at or below 50 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
+ Subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
+ Subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
+ Physical Requirements:
+ Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
+ Must comply with all Fire and Safety Regulations and post policies.
