Job Description

1. Role Objective:



To secure 0.75 billion worth of work for AQC in the geographical area where the Company operates. To oversee the process of tendering and estimation such as these processes are executed in a professional way. To ensure the transfer of job details and documents to the concerned Business Unit in a comprehensive and timely manner. Responsible for introducing creative solution that would reduce the manpower requirements, cost and/or time of projects. Responsible for the training and development of all staff in his/her division.

2. Detailed Roles & Responsibilities:



STRATEGIC



1) Reviews enquiry documents to establish with the business unit General Manager a bid strategy and maximize probability of success.

2) Participates in the opportunity optimization with upper management.

3) Formulates costing indices and benchmarks to further provide "safety checks" on bid costing.

4) Continuously develops the estimation procedure to improve efficiency and heighten confidentiality.

5) Recommends Risks and Opportunities in Tender Review Pack.

OPERATIONAL



1) Supervises the preparation of tenders and ensures that the tendering team has a full understanding of the bid conditions and of the Company procedures, and ensures that the tenders are submitted on time.

2) Oversees the pricing of Civil as well as MEP and presents the Tender Review pack for the business unit General Manager for approval.

3) Evaluates conditions of tender/contract and mitigates the company's risk exposure.

4) Participates in contract award negotiations.

5) Sets annual department budget and operates within.

6) Responsible for the allocation of resources within the Central Tendering to meet AQC budget.

7) Ensures that no information is missing while briefing the concerned business unit during internal kick off meeting.

8) Ensures that estimates hand over documents are well prepared and organized and given to the business unit in a timely manner.

9) Continually reviews, updates and revises the bid management processes as necessary.

PEOPLE MANAGEMENT



1) Supports the training and development of subordinates and provides periodic performance review and feedback.

Other duties and responsibilities as assigned by the Management.
