Overview
**This position is physically located in Kuwait in support of LOGCAP**
Under supervision of Assistant Fire Chief - Training, will be responsible for providing assistance to the designated Fire Chief/Deputy Chief. Under broad direction manages the administration of the training program within the fire and emergency service department. Develops, implements, and manages the training program to ensure compliance with DODM 6055.06 DoD Fire and Emergency Services Certification Program, AR 420-1 Army Regulation Facilities Management Chapter 25 Fire and Emergency Services, DoDI 6055.06 DoD Fire and Emergency Services Program, National Fire Protection Association (NFPA) standards as prescribed by DoD Instructions, DoD Manuals and Army Regulations.
Responsibilities

+ Directs a professional team encompassing a range of functions within the discipline.
+ Evaluates staff, comparing objectives and achievements in the assessment.
+ Coaches' employees in their professional career development and process improvements.
+ Manages FES Training program and is responsible for the development of the department's annual training program per DOD instructions.
+ Works with department officers and other department leaders to develop training programs to support fire department statement of work requirements, in accordance with NFPA, Army, and other applicable regulations.
+ Performs detailed needs analysis using response data developing specific training programs to support department operations.
+ Ensures competency of personnel by evaluating effectiveness of training programs and administrating DOD firefighter certification programs or, equivalent certification program.
+ Develops job performance requirements, lesson plans, training schedules, instructional methods, and instructional media and curriculum, and evaluation instruments.
+ Coordinates training program efforts with shift personnel, Army agencies and local emergency response agencies. Develops contacts and leads for training resources.
+ Provides instruction to firefighters, Army personnel or civilians as required.
+ Attends, participates, and plays a leadership role in community events in order to enhance the image of the Fire Department.
+ Maintains a close working relationship with other fire service and rescue agencies to develop mutual aid training to assure effective multiple agency responses to emergencies.
+ Performs other duties as assigned
Qualifications
+ Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
+ Must be able to pass annual firefighter Occupations Health Exam and SCBA Fit Testing IAW NFPA 1582 and 1583
+ Required to Meet position certifications IAW DoD Manual 6055.06

+ HazMat Operations with Mission-Specific Competencies, Personal Protective Equipment, and Product Control
+ First Aid Provider (FAP)

+ Preferred Qualifications: Certifications for Training Officer Specialist are specific to the certification delivery agency University of Texas A&M - Texas Engineering Extension Service (TEEX) ProBoard.
+ Preferred to meet the following TEEX ProBoard certifications:
+ Airport Firefighter
+ D/O Pumper
+ D/O Aircraft Rescue and Firefighting
+ D/O Aerial
+ D/O Mobile Water Supply
+ Hazardous Materials Technician
+ Hazardous Materials Incident Command

+ AHA BLS Instructor
+ Experience:
+ Minimum five (5) years' experience as a fire fighter working on a DOD installation preferred.
+ Minimum two (2) years' experience as a Pro-Board/IFSAC fire and emergency services certification curriculum instructor preferred.
+ Skills:
+ Must be able to read/write and speak English proficiently.
+ Possess the ability to demonstrate firefighter knowledge and skills in a professional manner.
+ Ability to work effectively with fellow employees and management personnel at all levels to include multinational staff, and military officials.
+ Strong ability to exercise professional discretion and good judgment and to understand the effect of decisions made.
+ Exhibit strong interpersonal skills and ability to communicate in English both verbally and writing and must have good computer skills in MS-PowerPoint, MS-Word, MS-Excel, and MS-Outlook.
+ MATERIAL & EQUIPMENT DIRECTLY
+ Operates complex motorized fire apparatus, power tools, two-way radio communications equipment, battery operated and/or hand tools for rescue and or detection type equipment, medical treatment equipment like automatic external defibrillators as well as personal protective equipment including self-contained breathing apparatus.
+ Personal computer, printer, calculator, copy machine and other general office equipment.
+ Working Environment:
+ The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
+ The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.
+ The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
+ Physical Requirements
+ Heavy work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
