Description
o Deploy and manage a full time Asset Affairs Support Enabling Services Contract Performance Area support team comprising of managerial and administrative personnel to work alongside CLIENT to deliver the Scope of Services o Identifying the necessary Enabling Projects needed to deliver the objectives of all Contract Performance Areas. o Provide the scope and recommended options for the delivery of such projects and where delegated the responsibility, manage and supervise the delivery according to budget, temporal and quality requirements. o Review the existing AA systems and processes and where necessary, develop and recommend for approval complete Project Controls systems, templates, procedures, and delivery plans. o Review the current Project Controls systems and assess their suitability to track, manage and respond to changes as they occur. o Work with AA Management to validate the outputs of Enabling Projects and ensure that the aims and objectives have been delivered on-time and in-full (OTIF). o Draw on the in-house expertise and specialism of CLIENT and seconded personnel. o Develop a recruitment plan that places CLIENT at the forefront of sought-after employees. o Implement a comprehensive knowledge transfer process which will be in effect throughout the contract duration to guarantee the structured learning and development of CLIENT personnel. o Assess the transfer of knowledge through appraisals and implement succession planning processes to ensure that CLIENT retains core knowledge, skills, and expertise. o Review essential supply chains to ensure they are functioning optimally in support of CLIENT's assets and networks. o Contribute to the development of strategies to support Qatarisation initiatives and Organisational development activities.
Qualifications o Minimum of 25 years of experience in a relevant Industry, with at least 15 years in a leading role, preferably within the roads or drainage sectors. o Qualified professional who has reached the Senior Management level; capable of providing planning, leadership, direction, and technical expertise to manage complex tasks and multi-discipline projects. o Both regional and international experience is required, A Minimum of 8 years of experience shall be gained working in North America, W. Europe, Australia, or equivalent.
Education o Bachelor's degree in Engineering or a relevant discipline is a minimum requirement. o A Postgraduate or doctoral degree is preferred. o Project Management certification(s) are required
Skills o Strong leadership and team management skills. o Excellent communication and interpersonal abilities. o Proficiency in project management methodologies and tools. o Knowledge of current trends and technologies in the public sector, particularly in asset management and operations.
Language Skills o Arabic language skills are preferred but not essential.
