These Offset projects seek to transfer capability to the UAE supply base to develop new and advanced capabilities in the Emirates and for the local industry base to participate in RTXs global supply chain for local and export markets.Raytheon Emirates is seeking a Director of Program Management to lead the capture, planning and implementation of its strategic Offset project with Pratt & Whitney for the establishment of a Maintenance Repair and Overhaul (MRO) center for the Geared Turbo Fan (GTF) engine network.Pratt & Whitney is a world leader in the design, manufacture and service of aircraft engines, and auxiliary power units. It offers a broad product portfolio that includes commercial aircraft jet engines, commercial turboprop engines, military aircraft engines, business and general aviation jet and turboprop engines, helicopter turboshaft engines. The Pratt & Whitney GTF engine is the only geared propulsion system delivering industry-leading fuel efficiency and sustainability benefits. The P&W GTF MRO center will establish a global center of excellence in the UAE with the capacity to service over 300 engines annually.The role will be the focal point for stakeholder engagement, finalization of the necessary commercial arrangements, overseeing the industrialization of the local partner and generally ensuring the results of the project for all parties.Relative to the first of these, this role will be required to form a close working relationship with Tawazun Economic Council and to understand their requirements, review and approval processes and meet their expectations for capabilities growth in UAE. Similarly, a close working relationship with Pratt & Whitney and other stakeholders will be necessary to understand their needs and priorities. The role will also work closely with Raytheon and RTX resources in region and in the US to optimize project implementation, draw on experience and enhance return.This Accompanied position is in Abu Dhabi, United Arab Emirates reporting to the Global Industrialization Program Executive in UAE.What You Will Do
Ensure compliance with standard operating procedures, gathering user and business requirements, for updates to applications and processes.
Provide key team members and program management expertise to the GTF MRO Offset Project, including risk management for program operations in accordance with the companys policies and procedures.
Facilitate results by governing and maintaining the programmatic and performance management policies, plans, program controls and procedures.
Manage and implement project management activities to ensure head contract and subcontract requirements are delivered on time and within budget ensuring effective and efficient risk management, production, quality assurance, budget, and schedule control.
Secure the companys commercial position and deliver the appropriate financial return from the GTF MRO Offset program.
Develop and maintain effective relationships with a broad range of stakeholders including managers, customers, relevant areas within Industry as well as key partners and suppliers, both locally and internationally.
Lead, guide, and mentor project staff to develop and enhance business, financial management, and project management skills and to entrench and improve inter and intra team collaboration to maintain and grow the capability and capacity of the team.
Strengthen continuous improvement, by the design, development, and implementation of projects to create excellent ROI for the business.
Support an environment that promotes sharing of best practice, information, and collaborative behaviors.

Travel Requirements
Be willing and able to travel internationally and domestically on a regular basis.
This position will require local travel within the Emirates to various sites.
Employment is contingent upon meeting all medical requirements for overseas assignment including comprehensive post-offer medical examination.Qualifications You Must Have
Typically requires a Bachelors and a minimum of 14 years prior relevant experience, or an Advance Degree in a related field and a minimum of 12 years experience.
Experience in program planning, budgeting, and tracking to cost and schedule.
Experience with Earned Value and managing Gate Reviews, Estimates at Completion (EACs) and Program Management Reviews (PMRs).
Experience in complex project management managing project team(s) that may include members from external organizations and some embedded functional teams.
Experience guiding teams and key suppliers who are geographically dispersed and working in different time zones.
Experience managing multiple / complex lines of communication with customers and stakeholders are very active and require careful organization.
Experience making decisions that consider local international political factors.
Knowledge of Integrated Product Development System (IPDS) or equivalent project management and engineering administration systems.
This position requires either a U.S. Person or a non-U.S. Person who is eligible to obtain any required Export Authorization.
Qualifications We Prefer
Bachelors degree in Program Management, Business, Science, Technology, Engineering, or Mathematics (STEM).
Experience with current manufacturing systems and processes.
Experience with Export / Import Regulations.
Experience in managing international subcontractors and related cultural differences.
Comprehension of specific technologies applicable to relevant domains.
Ability to lead by impact and collaboration.
