Provide training, guidance and leadership to all Contracts and Procurement employees.
Review all program activities to ensure compliance with contract requirements and program objectives.
Act as prime interface, verbally and in writing, between program management and the Foreign Government Oversight Committee on contractual matters.
Interface with corporate headquarters, in-country legal counsel and others as required.
Perform quality work as part of the ISO 9001Quality Management System program.
Review and evaluate customer requests for changes or revisions to the contract.
Coordinate with financial and functional management in developing prime contract proposals.
Negotiate contract changes/modifications and otherwise represent the company in business matters whose value does not exceed those as stated in the Delegation of Authority (DOA).
Prepare and/or review outgoing correspondence and deliverables to assure contractual compliance, quality, accuracy and timely submission to internal and external customers.
Advise departments of contractual rights and obligations.
Support contract audits and be available to assist in all inspections and reviews conducted by contracting officials.
Provide management oversight for all ordering and purchasing of material, construction, services and leases to ensure the process is undertaken in accordance with all applicable procedures and regulations.
Supervise the documentation of all procurement and records maintenance.
Monitor all subcontracts for adequacy of content.
Review all department activities to ensure compliance with contractual obligations and established AL TAIF Quality and Health, Safety and Environment (HSE) standards.
Oversee the development of performance metrics for the department to ensure Key Performance Indicators (KPI\'s) are met or exceeded.
Prepare routine reports for senior management .
Develop, monitor and manage the annual budget of the Contracts and Procurement Department.
Maintain the confidentiality and security of all company documents.
Perform other duties as directed by the Chief Operating Officer.
Experience and Education:
Bachelor degree in law, business, or other related fields required Master degree preferred, or Equivalent years of Experiences in same field
A minimum of ten to twelve years of experience supervising contracts and purchasing activities under well established and/or recognised systems is required.
A minimum of ten years supervising a contracts and/or procurement team is required.
Key Skills:
Experience in project management and managing complex projects is preferred.
Knowledge of contract processes involving government and private organisations is required.
Familiarity with accounting and finance activities is preferred.
Demonstrated contracting experience in a large maintenance program is an advantage.
Experience with contractual provisions and regulations specific to the Middle East is an advantage.
A proven ability to interpret contracts and negotiate price is preferred.
