  • Graduated from a reputable university with a minimum Masters\' degree in Engineering with a specialization or experience in renewables
  • Strong technical & engineering background, with exposure to project development/finance/legal/policymaking aspects
  • Background in contract development/procurement aspects, commercial knowledge (logistics/insurance/costing/negotiation)
  • Ability to synthesize actionable insights relevant to different perspectives, strong analytical capabilities
  • Ability to adjust quickly to international and multi-cultural working environment, and able to adapt quickly to new or unforeseen scenarios
  • Minimum 3 years\' experience with distributed generation solar projects development and execution across multiple geographies
  • Leadership, written and spoken communication skills

ActivitiesGeneral scope of activities:The Cost Optimization and Contract Management scope of activities is divided into the following main streams. Regional and hub level coordination is assumed under this job description scope of work.HSE Focus
  • Support achievement of relevant TERDG MEA HSE objectives in perimeter. Demonstrate leadership on HSE dimensions of role.
  • Support and encourage the establishment of an HSE culture within the team through a proactive attitude (training, HSE Site visit, HSE meetings and incentive actions, etc.), stop dangerous situations, report anomalies and dangerous acts.
  • Contribute to Sustainb\'ALL program in line with TERDG MEA roadmap
  • Support and contribute to ONE MAESTRO program implementation within perimeter.
Strategy and planning
  • Analyze at micro and macro levels, OPS performance and synthesize meaningful insights for management review
  • Standardize project risk assessment methodology and appropriate mitigation activities based on activity profile and governance
  • Develop measures for improving forecasting of variations and impact on activities, targeting the minimization of unforeseeable events
  • Recommend actions for process optimization and improvement in project delivery with respect to internal baselines
  • Collect feedback from relevant stakeholders on frequent basis, with intent of maximizing proactive improvement where possible
  • Facilitate innovation within hub, prioritizing high impact measures from Project Owner perspective
  • Facilitate knowledge transfer between hub entities and relevant stakeholders within OPS perimeter and with TGP/EAM/DG HQ
LCOE Optimization
  • Analyze LCOE at project and operating hub perimeter, with objective to optimize cost model in collaboration with stakeholders (internal =
Economics and Investment, Procurement, Head of Execution, Head of Asset management; external =
EPC and O&M Contractors, Suppliers) * Develop matrix/tools for supporting review of key decisions and their impact from cost and revenue perspective
  • Support with integration of new perspectives as relevant to improving project LCOE (eg: carbon credits/RECs for cost support/revenue increase, modifying contracting strategy based on cost/risk optimization, improving stakeholder control/involvement in workflows based on REX)
  • Benchmark competitiveness of operating hubs in terms of cost/time/quality, in coordination with Economics and Investment/Business Development/Zone and Country management
  • Facilitate collaboration between OPS and Finance on accurately capturing project CAPEX/OPEX after completion, and review of profitability, analysis of deviations from forecasts and collaborating on development and issuance of related REX/recommendations translated into actionable measures within reasonable timeframes
  • Support with development and optimization of procurement and contract strategy in collaboration with OPS and Procurement functions
OPS Contract Management
  • Ensure Supply/EPC and O&M contracts are developed on timely basis with back-to-back coverage of respective commitments, following established HSE/OPS/Legal requirements such that risks are minimized/mitigated/eliminated wherever possible.
  • Ensure contracts are appropriate for the relevant activity perimeter and profile in terms of framework, key provisions, legal and governance requirements and project owner needs
  • Ensure contracts are well defined in terms of risk allocation and management, with reference to the hub's acceptable limits
  • Support with implementation of DARAG insurance guidelines for construction and O&M projects
  • Coordinate with Procurement on key Contractor/Supplier Management aspects where relevant.
  • Record accurate summaries of executed contract status and commitments made, highlighting material deviations from standard practice where relevant
  • Participate as a stakeholder in development of guidelines/frameworks for contractual baselines and support hubs on as-needed basis with workshops/orientation sessions on contract implementation/review aspects
  • Support management on decision making as needed with relevant insights
  • Collaborate with country/zone management, Procurement and Internal Control on periodic contract implementation reviews
  • Facilitate continuous improvement of contracts based on stakeholder feedback and engage with external parties as needed to ensure implementation per agreed plan
Context & EnvironmentThe position is based in Dubai and the scope of activities will extend to MEA region that is under the perimeter of TERDG MEA activities:
  • Project requirements vary across countries on basis of legal/market/engineering/permitting constraints, with relevant entities in various stages of operational maturity =
procedures and processes are not necessarily developed to the same standards * A level of consistency is to be maintained in the execution and management of activities across operational hubs, through Contractors who are relatively new to the industry
  • Communication among key stakeholders in terms of operational strategy implementation is to be managed in a structured fashion
  • Cost is to be viewed from a holistic perspective, i.e. impact on project as well as operating hub returns =
measures to be explored at multiple levels, not just at construction basis, i.e. long term value driven approach instead of cost driven approach to be prioritized * Contracts to be viewed as a key part of operations excellence =development and management to be viewed on specific basis; in collaboration with other stakeholders (eg: Project Development/Procurement) * Internal guidelines and procedures are to be developed and communicated with a gap reduction focus =elimination of as many grey areas and silos as possible
