Job Description

1. Role Objective:

To ensure implementation of latest Operations Procedures Manual (OPM). To plan, lead, coordinate and prepare cost control reports for all construction projects. To technically qualify and upgrade the quality of the Cost Control Engineers/Officers.

2. Detailed Roles & Responsibilities:

STRATEGIC

1) Studies the Contract scope, requirements, challenges, and direct & indirect cost analysis risk assessments.

2) Assists planning department in forecasting the strategic resource requirements of the business unit.

3) Assists the planning team in analyzing the resources productivity and updating the master productivity sheet of the business unit.

OPERATIONAL

1) Implements the cost control procedures in all of the company's projects and coordination with the project managers to ensure that the completion of construction activities complies with the budget requirements.

2) Assigns and distributes the work load of the department to the available cost control team and monitors and supervises in their assigned tasks.

3) Coordinates the preparation of claims with the contracts department and reviews and analyzes the cost impact of claims.

4) Overviews and assists the preparations of Variation Orders.

5) Leads and supervises the cost control function during the preparation of the job budget.

6) Ensures that the cost control team is updating provisional cost, client billing and progress in AQC System.

7) Contributes in the preparation of the Work Breakdown Structure (WBS) of the project.

8) Assists in preparing cost analysis, unit rate build-ups and resource productivity.

9) Monitors and controls the cost aspects of all projects including projects' financial resources and expenditures.

10) Supports and gives feedbacks to Estimation Department in productivity reports, lessons learnt/best practices from previous projects and construction activity cost analysis.

11) Attends and discusses cost control issues in internal management meetings.

12) Supports the project teams in concluding Client weekly and monthly report.

13) Highlights potential over-run incidents and recommends corrective action based on the status and summary reports.

14) Prepares and provides project's cost analysis highlighting cost variances, cost to complete and any unusual findings in the cost of the project to the business unit.

15) Analyze Key Performance Indicators for project and provides early alarm to business unit management (e.g. excessive overtime, productivity loss, escalated prices, rework, work without instruction, material wastage, idleness of manpower and equipment, etc.).

16) Reviews the Cost Control section of the Job Closeout Report prior to its issuance.

17) Assists the business unit management in deciding for projects' contingencies and includes them in the management reports.

18) Reviews the Projects Navigation Report (PNR) and Quarterly Management Report (QMR) to ensure it is in line with accounts reports prior to its issuance to business unit.

19) Coordinates, reconciles and supports with accounts during the financial audit.

PEOPLE MANAGEMENT

1) Oversees the responsibilities and duties of all staff in the Cost Control department.

2) Responsible for the training and development of personnel in the Cost Control department.

3) Ensures development, review and improvement of his/her relevant department's process and procedure.

Other duties and responsibilities as assigned by the Management.
