:Parsons is looking for an amazingly talented Construction Director to join our team. You will be responsible for oversight of construction management for every phase of a large infrastructure program, consisting of multiple drainage system and tunneling projects.We are seeking an experienced and dynamic Construction Director to lead this high-profile project, who has proven experience of leading successful rainwater drainage (stormwater), sewage network and tunnelling projects in the GCC and Internationally, particularly in urban settings. Experience with climate resilience and sustainable infrastructure projects is highly desirable. Duties include coordinating the efforts of multiple projects facilitated by engineers and / or assistant engineers in the initiation, execution, and closeout of projects. In addition, numerous support staff for safety, quality, fields inspection, testing, and project engineering will be assigned to facilitate quality execution.What You\'ll Be Doing:Directs all field construction activities of major projects involving multiple units (Typically a projects exceeding the total installed cost in the billions of dollars), or multiple smaller-scope projects.Provides construction management oversight of rainwater drainage (stormwater), sewage network and tunnelling projects.Facilitates the assignment / staffing of projects to provide construction management services in compliance with an approved task order(s).Assist in the development of CM project task orders based on Project Information, budget and level of required service.Reviews Engineer Reports for concerns affecting scope, schedule, quality, budget, and risk management; facilitates solutions.Reviews, field inspector reports, as needed, to better understand quality issues, schedule, issues, or contract / design compliance concerns.Supports the review and approval of contractor progress payments.Monitors and supervises field coordination and inspection through resident engineers and/or assistant resident engineers.Assists engineers and/or assistant engineers in facilitating the construction change management process in a timely manner.Reviews construction management bid package documents for constructability, omissions, clarifications, and for coordination with DOA disciplines. Recommends changes as required.Reviews all construction documents against design development documents for scope, schedule, and budget conformance.Expedites resolution of construction concerns, tracks to conclusion.Monitors and manages all field directives.Develops and oversees third-party Quality Assurance Program for surveying, material testing, pavement, etc. for each assigned contract in concert with the Quality Assurance manager.Participates in schedule updates, as needed, for projects trending behind schedule milestonesWorks with the engineers and/or assistant engineers in acquiring contractors lay down areas, office locations, and equipment placements.Coordinates construction interface with local utilities through the clients Utility/Agency Coordinator.Works with resident engineers and/or assistant resident engineers to complete the contract close-out process and clients acceptance of the project.Participates in ongoing reviews of CM progress towards procedure compliance and software usage.Trains, evaluates, and encourages staff to perform at their highest level.Ensure the implementation of advanced drainage technologies and systems to create a state-of-the-art drainage network.Develop and maintain detailed project schedules, ensuring all phases are completed on time and within budget.What Required Skills You\'ll Bring:Bachelors Degree In Engineering, Architecture Civil, Mechanical, Construction or equivalent from a recognized university.Masters Degree is preferred.Chartered Engineer status is ideal.PMP certification or Equivalent.Minimum 20 years experience related in related engineering projects.Prior experience working on major infrastructure, drainage, sewage, tunnels, utilities projects essential.Major earthworks and/or tunneling experience would be preferred.Considerable experience at director level in client facing roles is essential.GCC (Gulf Cooperation Council) experience preferredExperience with sustainable infrastructure projects and climate resilience initiatives is highly desirable.What Desired Skills You\'ll Bring:Effective oral and written skills for client presentations, technical reporting, and internal / external correspondence; Ability to effectively present information to key stakeholders as required by the client.Understanding of the construction management at risk alternative delivery process and the functions inherent to construction management of large-scaled projects.Understanding of budget development and cost accounting.Ability to manage and encourage a team of construction management professionals.Ability to interface with all levels with project team, client, and others.Knowledge of construction contract negotiation and administration.Ability to read, analyze and interpret complex documents.Ability to respond effectively to the most sensitive inquiries or complaints.Ability to apply principles of logical or scientific thinking to a wide range of support function problems.Ability to function in a multi-organizational environment by developing relationships that complies with the clients proactive, collaborative culture.Ability to manage projects implemented in phases, ensuring timely completion of each phase.Strong scheduling skills, with the ability to develop, maintain, and adjust multi-phased project schedules to meet deadlines.Minimum Clearance Required to Start: Not Applicable/NoneParsons is an equal opportunity employer committed to diversity in the workplace.
