Position Overview
The Compliance Officer / MLRO / Risk Officer will be responsible for ensuring the firm's compliance with all applicable DFSA regulations and UAE laws. This role involves overseeing the firm's anti-money laundering (AML) framework, risk management systems, and ensuring adherence to the highest standards of governance and regulatory requirements.
Key Responsibilities
Establish and maintain compliance arrangements, policies, and procedures to ensure adherence to all applicable legislation and DFSA rules.
Develop, document, and maintain monitoring and reporting processes to promptly identify, report, and address compliance breaches.
Maintain detailed records of compliance breaches and their resolution.
Provide training to employees on compliance-related topics and ensure that the firm meets structured Continuing Professional Development (CPD) requirements.
Advise the Board of Directors and senior management on compliance risks and recommend mitigating actions.
Act as a point of contact with the DFSA and ensure timely responses to any regulatory inquiries.
MLRO Responsibilities
Oversee the implementation and day-to-day operation of the firm's AML policies, procedures, systems, and controls.
Act as the designated point of contact for notifications and suspicious activity reporting under DFSA AML regulations.
Submit Suspicious Activity Reports (SARs) in compliance with UAE Federal AML legislation.
Ensure AML training programs are in place, and employees are adequately aware of AML obligations.
Liaise with UAE authorities and the DFSA on money laundering and financial crime matters.
Implement actions in response to regulatory findings, directives, or guidance under DFSA AML Chapter 10.
Risk Officer Responsibilities
Design and implement robust risk management systems to identify, assess, and mitigate risks affecting the firm and its stakeholders.
Maintain and update the firm's Risk Register on a periodic basis.
Develop and enforce policies to manage risks, including operational, financial, and reputational risks.
Ensure alignment with any group-wide risk policies, systems, and controls.
Maintain and periodically test the firm's Business Continuity and Disaster Recovery Plan.
Provide regular risk updates and reports to the Board and senior management.
Qualifications and Skills
Education
Bachelor's degree in Law, Business Administration, Finance, or a related field (Master's degree preferred).
Professional certifications such as ICA, CAMS, or CRCM are highly desirable.
Experience
Proven experience in compliance, AML, or risk management within the UAE, preferably in the financial services sector.
Familiarity with DFSA regulations and UAE Federal AML legislation is essential.
Skills
Strong analytical and problem-solving capabilities.
Excellent communication and interpersonal skills to engage with regulatory bodies, stakeholders, and internal teams.
Proficiency in compliance software and tools.
Ability to manage confidential information with integrity and professionalism.
