About the Role:
We are seeking an experienced and proactive Compliance Officer to oversee and manage our Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF) compliance framework. In this key role, you will ensure our operations align with UAE regulations--including guidelines set by the Dubai Land Department (DLD), the Financial Intelligence Unit (FIU), and the UAE Central Bank--while serving as our primary liaison with Regulatory Authorities.
Key Responsibilities:
Regulatory Compliance & Risk Management
Develop, implement, and maintain AML/CTF policies and procedures in line with UAE regulations and international best practices.
Ensure adherence to all applicable laws, including Federal Decree-Law No. (20) of 2018 on AML/CTF.
Conduct regular risk assessments and gap analyses to identify and mitigate AML risks, particularly in real estate transactions.
Monitor transactions for suspicious activities and ensure proper reporting to the FIU using the UAE's goAML system.
Act as the primary point of contact with Regulatory Authorities on all AML/CTF matters.
Review, investigate, and report suspicious transactions in a timely manner.
Provide advisory support on transactions that may pose a risk of money laundering or terrorist financing.
Customer Due Diligence (CDD) & Know Your Customer (KYC)
Oversee the implementation of robust KYC and CDD procedures for all clients, including Enhanced Due Diligence (EDD) for high-risk transactions.
Ensure rigorous screening of clients, identification of UBOs, assessment of risk levels, and ongoing monitoring of client activities.
Manage onboarding procedures in alignment with regulatory requirements, including the identification of Politically Exposed Persons and adverse media screening.
Reporting & Record-Keeping
Maintain comprehensive records of AML/CTF compliance activities, audits, and regulatory correspondences.
Prepare monthly compliance reports for Senior Management and ensure data retention policies are met.
Assist with internal and external audits focusing on AML/CTF compliance.
Qualifications & Experience:
Minimum 5 years' experience in AML Compliance, preferably within the UAE Real Estate Sector or Financial Services.
Bachelor's degree in Law, Finance, Business, or a related field (Master's degree or professional AML certification is an advantage).
Certification such as CAMS (Certified Anti-Money Laundering Specialist) is preferred.
Strong knowledge of UAE AML/CTF laws and regulations, with experience engaging with Regulatory Bodies (e.g., DLD, FIU, UAE Central Bank).
Excellent analytical, investigative, and problem-solving skills.
Exceptional communication skills with the ability to train and guide internal stakeholders.
Ability to work independently and objectively in a fast-paced, multi-cultural environment.
Proficiency in English is required; Arabic is an advantage.
