:Wood are actively expanding our project delivery portfolio within the United Arab Emirates and as such are seeking additional experienced personnel for upcoming work.One of the major projects we are seeking additional personnel for, is to manage the Design, Procurement, Construction Management, Commissioning Handover to Operations, for a portfolio of safety critical systems across multiple offshore assets.The project is both very exciting and challenging, with a real focus on portfolio delivery to maximize efficiency and deliver the multiple project scopes safely with no impact on production. The project is due to commence in 2024 and has an estimated duration of three years, however this is a perfect opportunity for the right people to join the growing \'Wood Team\' in the United Arab Emirates and forge long-lasting careers with great opportunities for growth and development.Responsibilities:JOB OBJECTIVE:
The safe and effective delivery of a portfolio of brownfield safety and integrity critical projects on multiple offshore platforms; including large production complexes (multiple platforms linked by bridges) and remote Wellhead Towers, within an EPCm contracting model that meets with the project objectives.
Provide certainty and confidence to the client and Wood project sponsor, that the contract is being delivered safely with a strong focus on optimization, cost control, risk management, schedule adherence and stakeholder management.
Effective Commissioning Execution Planning, during the detailed design process focused on delivering guaranteed integrity, safe start up and handover to commercial operations of a portfolio of similar project scopes to meet agreed quality, schedule and costs.
Leadership of the total multi-discipline field commissioning effort to ensure delivery and execution all systems designed, installed, tested, operated, and maintained according to the operational requirements of the owner.
KEY ACCOUNTABILITIES & RESPONSIBILITIES:
Provide leadership in health, safety and environmental (HSE) issues on site and maintain overall responsibility for ensuring that the team complies with the HSE Plan.
Provide leadership to focus preparation and execution aligned to project objectives
Identify specific HSE issues associated with the Commissioning scope
Identify all risks associated with the Commissioning scope
Identify all systems/ equipment requiring verification
Identify specific testing and integration activities related to Safe, tight, clean, function, operate, preserve and how these will integrate to create operating plant
Identify the end state of the project, sequence drives and execution logic, specific interfaces/ transitions that may affect execution
Develop Commissioning Execution Plan to maximize efficiencies, reduce cost and schedule.
Preparation of the project commissioning and start-up plan including detailed activities and start-up logic.
Develop and manage commissioning and start-up budget, including forecast for future staffing requirements.
Obtain alignment with all stakeholders on Commissioning Execution Plan and initiate actions to drive success.
Establish and manage Commissioning Management team across the portfolio of projects.
Provide expert knowledge into Design to ensure commissioning is built into design, minimize the amount of design deliverables required to achieve safe and efficient execution offshore.
Participation in design review, 3D Model Reviews, Value Engineering, Risk Management workshops, Planning workshops, constructability Reviews, PHSERs , IPR etc.
Jointly establish System Breakdown, Mechanical Completions, and Workpack structure with the Construction and Engineering Managers, to drive completion of each project scope.
Key member of the Contract Management Team to prepare and issue ITT for Construction and Commissioning Contract, evaluate proposals, and make recommendation to Client for them to place contract(s).
Establish and manage Commissioning Management team across the portfolio of projects.
Develop commissioning record (closeout) documentation throughout the project and submit documentation over to the project manager before substantial completion. Responsible for developing a well-thought-out documentation plan with the close-out information being collected throughout all of the project phases
Accountable for delivery of fit for purpose project documentation including pre-commissioning and commissioning procedures.
Plan and prepare all resource, materials, tools, test equipment, spares and consumables required for commissioning activities and early operations
Establish the completions management system to ensure verification activities are recorded at all stages
Oversight of all on site commissioning activities as appropriate including P&ID checking (system check/walk-down/punching), mechanical completion, pre-commissioning, cold commissioning (dry/wet), hot commissioning.
Runs pre-start up safety review with client and construction contractor (and PMC and licensor as appropriate)
Oversight of start-up, and responsible for ensuring full punchlist handover to operations for performance testing and post-commissioning
Manages, directs and guides commissioning team to ensure delivery against milestones and Key Performance Indicators (KPI\'s)
Responsible for managing site materials and logistics.
Oversee and manage contractor, subcontractor and vendor activities associated with pre- commissioning and commissioning.
Interface with Operations Team in commissioning, start-up and final turnover of the facility/plant.
Assist in Operational Readiness Plan and Project Execution Plan development.
Accountable for hazard/risk analysis performance and mitigating risk appropriately before start of activities.
Establish progress reporting systems for all phases of the commissioning and start-up of the facility.
Ensure the commissioning plan is in compliance with the appropriate external regulatory bodies and Wood procedures and systems.
WORKING RELATIONSHIPS:Internal:
Provides the interface and maintains effective relationships with other contributors to the project.
Guides and directs project team and functional support teams as required.
Interfaces with global execution centres as required and manages scope across all offices involved.
Interface and coordinate with Operational and/or Contract Management to ensure delivery of operational goals.
External:
Primary point of contact for customer on all aspects of Commissioning
Creates strong relationships with key stakeholders including Clients Offshore Operations Team.
Manages relationships with Construction Contractors and specialist subcontractors and vendors.
LEVEL OF INFLUENCE & DECISION MAKING AUTHORITY:
Work is performed under general direction and is reviewed for conformance with policies and general efficiency.
Actions and decisions typically have a significant influence on the medium-term operational and financial results of a project and some influence on the longer-term results.

Qualifications:
B.S. or equivalent degree in Engineering from an accredited university
Minimum of fifteen (15) years relevant experience in major Brownfield oil & gas offshore projects, including at least five (5) years in similar position.
Knowledge, skills and experience:
Demonstrable ability to manage Commissioning on offshore Brownfield Oil & Gas projects for major Oil & Gas companies.
Experience of managing offshore projects containing marine spreads and materials movement and logistics as part of the scope.
Specific experience in the Middle East for renowned clients, preferred.
Personality, ability, and experience to drive, manage, direct, and guide the team to achieve project objectives.
High level of professional competence and management skills to motivate the team to achieve high quality performance during the execution of the portfolio of projects.
Thorough knowledge of project success and benefits management.
Demonstrable ability to drive cash flow management and projection/forecast of cost at completion.
Demonstrable experience in coordinating packages, commissioning reviews, site plan management and completions progress measurement and tracking.
Experienced in developing schedules and cost estimates for standard projects.
Good knowledge of industry and company risk management processes.
Experience of implementing successful project performance improvement activities and techniques for recovering poor performance.
Understands the needs of information management requirements in the project phases (operation), internal (contractual, statutory) and asset (customer) documentation.
Well versed in international and company quality assurance standards
Robust knowledge of all handover and close-out activities required for customer, company, and suppliers.
Knowledge of Total Opercom and ICAPs desired
