Mandatory minimum experience in a similar position: 10 Years with managerial responsibilities
Degree: Bachelor's degree in engineering or equivalent
Professional experience: 20 years minimum.
Project management skills (Budget/Cost/Schedule)
Ability to work in a multi-cultural business environment.
Good interpersonal and communication skills.
Language: English as mother tongue or Fluent in English (speaking and writing), French and/or Arabic language is a plus.
Recent Working experience in Iraq will be an added advantage.
The job holder is responsible for all the activities related to the commissioning activities of the GMP Project, i.e. to prepare, organise, implement, manage, follow-up and control all the GMP's commissioning-related tasks.
The job holder liaises with construction teams to define the methodology requirements related to Pre-commissioning completion, and with Start-up and Operations teams.
The job holder shall ensure that all GMP's engineering deliverables developed by Contractor(s) meet Company and Project commissioning requirements and that the design developed for all facilities is safely commissionable.
The job holder shall develop the GMP Pre-Commissioning and Commissioning in collaboration with Construction and Operations teams, covering organization and means necessary for the execution of pre-commissioning, commissioning, and defining the main documents pertaining to the pre-commissioning, commissioning.
The job holder will then monitor and supervise and all GMP pre-commissioning and commissioning activities performed by Contractor(s) and ensure smooth transfer processes between construction and commissioning, and then commissioning and operations.
The job holder will actively liaise and collaborate with the GPP Package Manager and team, Pipeline Package Manager and team, the Engineering Manager and Team for all the engineering and construction issues, and with Field Operation Manager and Team for all commissioning and start-up activities.
The job holder is responsible for ensuring the full commissioning of GMP's within the agreed budget and schedule planned for such.
The job holder reports to the GMP Project Director.
The job holder manages a team of several engineers, shall inform and motivate them adequately so that priorities are clear and directions for the performance of their duties are set to meet the objectives of the Project.
The job holder is also accountable for demonstrating an exemplary behaviour regarding H3SE rules & requirements, and with regard to the Company Ethics and Code of Conduct policy, for implementing H3SE rules and Quality Assurance / Quality.
ActivitiesAmong his/her activities, the job holder is required:
To ensure that HSSE issues are correctly handled in the GMP technical documentation related to commissioning, to verify that H3SE rules are understood and respected on the worksites (H3SE awareness) and to ensure safe working practices are used by Contractors along all phases of project.
To have knowledge of Pre-commissioning and Commissioning-related Company Rules, Specifications (CR's/GS's) and Methodology (OPERCOM), Project specifications and Contractual documentation, international norms and standards, taking knowledge from them for application to the Project.
To coordinate all the activities of the GMP Commissioning supervision team by informing, supporting and directing personnel in their roles, responsibilities and objectives.
To timely review the detailed engineering deliverables developed by Contractor(s) with regards to precommissioning, commissioning and start-up, and participate, as requested, in the review of queries / derogation requests.
To review all the Contractor's documents pertaining to the pre-commissioning / commissioning: Execution Plan,Subsystem list, Commissioning Sequence, Preservation procedure, Pre-commissioning and commissioning schedule, procedures etc.
To raise consequently necessary comments and highlight potential pre-commissioning / commissioning / start-up issues.
To participates to coordination meetings with Contractor as appropriate.
To foster optimization of pre-commissioning and commissioning activities.
To supervise the preparation of Pre-commissioning and Commissioning performed by the Contractor(s)\': Execution Plan, Subsystem list, Commissioning Sequence, Preservation procedure, Pre-commissioning and commissioning
schedule, procedures, etc... Population of ICAPS Databases in a timely and efficient matter, with particular attention to the system/subsystems breakdown, the check/test sheets formats developed, etc...).
To supervise all GMP pre-commissioning and commissioning activities according to plan, in close collaboration with the Field Operation Team; to monitor the execution of the pre-commissioning / commissioning performed by the Contractor(s) and with respect to pre-commissioning / commissioning schedules, Project milestones and operational constraints.
To ensure HSE is given highest priority, e.g. Commissioning personnel is adequately trained, Contractors Safe system of work and Permit-to-Work procedures are duly applied and job instructions complied with, potential hazards are immediately addressed. Stop work execution if safety is not guaranteed.
To ensure a close and active collaboration with the Field Operation Manager and Team for interface, for the start\xc2\xacup and transfer to Operation teams.
To participate as requested to project reviews by COMPANY referential (HAZOP, HAZID, SPOT, ODR, PTR...).
To ensure adequate and timely reporting to the GMP Project Director (progress, concerns).
To ensure confidentiality of all the documentation (whatever its support).
