Job Description

:

Parsons is seeking an accomplished CBTC Specialist with extensive experience delivering Grade of Automation (GoA) Level 4 metro systems to join our Program Management Consultancy (PMC) team for the Dubai Metro Blue Line project. The successful candidate will provide expert leadership for the design, implementation, testing, and commissioning of a fully automated CBTC system. A deep understanding of international standards, including IEEE standards relevant to CBTC systems, will be critical for ensuring compliance, safety, and operational excellence.



Key Responsibilities:

CBTC Leadership and Technical Oversight:

• Provide expert leadership in the design, development, and deployment of the CBTC system, ensuring alignment with GoA Level 4 requirements and IEEE standards such as IEEE 1474 (Standard for CBTC Performance and Functional Requirements) .
• Oversee the integration of CBTC systems with key subsystems, including rolling stock, SCADA, traction power, and communication systems, ensuring technical and functional compatibility.
• Lead the development and review of CBTC system specifications, ensuring adherence to relevant IEEE, CENELEC, and IEC standards.

Compliance and Standards Adherence:

• Ensure CBTC system compliance with applicable standards, including:
+ IEEE 1474.1-1474.4: CBTC system performance, functional requirements, and testing guidelines.
+ CENELEC EN 50126, EN 50128, EN 50129: Railway applications for safety and reliability.
+ IEC 62267: Safety requirements for automated urban guided transport.
+ ISO 26262: Functional safety of electrical/electronic systems.
• Collaborate with contractors and suppliers to ensure all delivered systems meet international best practices and local regulatory requirements.

Testing and Validation:

• Lead and coordinate all CBTC testing phases, including Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and System Integration Testing (SIT), in accordance with IEEE 1474 testing guidelines.
• Validate CBTC system functionality, performance, and reliability through rigorous testing and trial operations, ensuring operational readiness.
• Oversee Independent Safety Assessor (ISA) reviews for system certification and safety approval.

Project Management and Delivery:

• Collaborate with stakeholders to ensure timely and efficient delivery of the CBTC system within scope, budget, and schedule constraints.
• Identify and mitigate project risks related to CBTC implementation, including technical challenges, system integration issues, and supplier performance.
• Drive the resolution of technical issues during design, installation, and commissioning, ensuring system reliability and compliance with project goals.

Stakeholder and Contractor Coordination:

• Act as the primary technical advisor for all CBTC-related activities, working closely with the RTA, contractors, and system suppliers to align technical requirements and objectives.
• Facilitate clear communication and collaboration between multidisciplinary teams to address project complexities and ensure successful delivery.

Innovation and Cybersecurity:

• Stay updated on emerging trends in CBTC technology and incorporate innovative solutions to enhance system performance, scalability, and resilience.
• Ensure cybersecurity measures are integrated into the CBTC system in compliance with IEEE 1686 (Standard for Intelligent Electronic Devices Cybersecurity Capabilities) and IEC 62443 standards for industrial communication networks.
• Qualifications and Experience:
• Education:
+ Bachelor's degree in Electrical Engineering, Systems Engineering, Computer Science, or a related field. A Master's degree in Transportation or Systems Engineering is preferred.
• Experience:
+ Minimum 15 years of experience in CBTC systems design, implementation, and delivery, with a focus on metro rail projects.
+ Proven track record of delivering at least one GoA Level 4 (Unattended Train Operation) metro project from concept to operation.
+ In-depth knowledge of IEEE standards for CBTC, particularly IEEE 1474, and familiarity with other international standards.
• Technical Expertise:
+ Extensive experience with CBTC system architecture, redundancy design, and operational optimization.
+ Strong understanding of system integration challenges and solutions for rolling stock, SCADA, and communication systems.
+ Proficiency in risk assessment, hazard analysis (e.g., HAZOP), and safety assurance techniques.
+ Exceptional leadership and problem-solving capabilities.
+ Excellent communication and stakeholder management skills, with a proven ability to collaborate with multidisciplinary teams.
+ Strategic thinker with a track record of navigating complex technical and operational challenges.
