### Job Summary:

We are seeking an experienced Business Development & Operations Manager to lead the expansion of our Technical Services Company into the manpower supply sector. The ideal candidate will be responsible for driving business growth, establishing client relationships, managing recruitment operations, and ensuring seamless service delivery. This role requires a strategic thinker with strong leadership skills and a deep understanding of the staffing and workforce solutions industry.

### Key Responsibilities:

#### Business Development:

- Identify and pursue new business opportunities in manpower supply for technical and non-technical staffing.

- Develop and implement a growth strategy for the manpower supply division.

- Build and maintain strong relationships with clients, vendors, and industry stakeholders.

- Conduct market research to identify trends, competitor activities, and potential clients.

- Prepare proposals, presentations, and contracts for new business engagements.

- Attend industry events, networking sessions, and client meetings to promote services.

#### Operations Management:

- Oversee end-to-end recruitment and staffing operations, including sourcing, screening, and placement of candidates.

- Ensure compliance with labor laws, industry regulations, and company policies.

- Develop and optimize processes for workforce planning, onboarding, and payroll coordination.

- Manage vendor and subcontractor agreements for bulk hiring needs.

- Monitor service delivery performance and implement improvements as needed.

- Handle client and candidate escalations, ensuring high satisfaction levels.

#### Team Leadership & Performance:

- Lead and mentor a team of recruiters, HR personnel, and operations staff.

- Set KPIs and performance targets for the team, ensuring productivity and efficiency.

- Collaborate with finance and HR departments for budgeting, payroll, and compliance matters.

### Qualifications & Experience:

- Bachelor's degree in Business Administration, Human Resources, or a related field l

- Minimum 5-7 years of experience in business development and operations within the manpower supply, recruitment, or staffing industry.

- Proven track record of growing a staffing/manpower business and managing large-scale recruitment operations.

- Strong understanding of labor laws, visa regulations (if applicable), and workforce compliance.

- Excellent negotiation, communication, and client management skills.

- Proficiency in HRMS/ATS software and workforce management tools.

- Ability to work in a fast-paced, target-driven environment.
