At present, IRENA has 169 Members (168 States and the European Union) that acceded to its Statute, and 15 additional States in the process of accession. IRENA supports countries in their transition to a sustainable energy future and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource, and financial knowledge on renewable energy. The Agency implements its mandate with the view of sustainable development, increased energy security, and low-carbon economic growth and prosperity.The Division of Administration and Management Services (AMS) is responsible for providing the Secretariat with efficient support in managing its human and financial resources and ensure effective and timely delivery of information technology, procurement and logistical services. The Human Resources Section in AMS is responsible for the provision of professional HR services for the organization, including recruitment and placement; administration of appointments/contracts, entitlements and benefits; the coordination of provision of staff development activities; and the provision of HR support to managers and staff relative to performance management. With the aim of contributing to the work of the division/service, IRENA is looking to recruit an Associate Human Resources Officer at the P2 level.Under the supervision of Chief, Human Resources, the Associate Human Resources Officer will carry out the following duties:Duties and Responsibilities
  • Act as the focal point for administration of individual consultants in close coordination with managers and administrative staff in client divisions/teams.
  • Support the end-to-end engagement/selection process for individual consultants, including reviewing Terms of Reference (TOR), advertizing consultancy opportunities, and advising on engagement procedures.
  • Review proposed consultancy rates and requests for exceptions and make appropriate recommendations on the way forward; maintain and update a roster of consultants Agency-wide.
  • Provide support for staff selection and recruitment processes; liaise with client offices in identifying upcoming vacancies; coordinate the preparation of vacancy announcements, evaluation and screening of applications, serve as ex-officio on interview panels for professional posts, drafting of interview reports, note-taking in interview panels, follow-up of reference checks and academic verifications, completion of pre-recruitment formalities, review offers of appointment and statement of emoluments, etc.; prepare and present cases for submission to the senior management.
  • Oversee the preparation, maintenance and updating of HR databases and analytics; coordinate the preparation of reports to the governing bodies and overseeing the relevant data collection, compilation and production of statistical reports, graphs and tables to facilitate analyses of various HR data by users or for official reports;
  • Responsible for staffing table maintenance; serve as the focal point for position management actions and the related monitoring and reporting functions in HR; coordinate with the Budget Section and Divisions with regard to staff/non-staff requisitions; responsible for overseeing within HR the periodic reviews and adjustments required in the Budget application.
  • Coordinate staff development and training programmes and workshops; identify, negotiate and make arrangements with consultants and vendors for the provision of training programmes for IRENA staff.
  • Coordinates the induction briefing programme for new staff members and other parties, as necessary.
  • Oversee/support the administration of entitlements and benefits, contracts/appointment extensions, separations, and related personnel and payment actions.
  • Carry out other relevant tasks as required.

A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.Experience: Two years of experience in human resources or general management are required, with at least one year of experience in an international organization setting. Experience in administering individual consultants and other complementary personnel is desirable.Languages: Good command of written and spoken English.
