Job Description

Leadership

• Manage the effective achievement of the assigned sectional objectives through the leadership of the AOI unit - setting individual objectives, managing performance, developing and motivating staff, providing formal and informal feedback and appraisal.
• Manage the implementation of operational objectives, and meet the targets and insure that the targets are met inefficiently and effetely.

Aircraft accident/incident Investigation

• Lead investigation teams formed to conduct an investigation into major/complex accident that occurs in the territory of UAE, as investigator-in-charge or chairperson, for efficient utilization of resources and ensuring effective investigations.
• Represent the UAE in investigations conducted by other States and supervise the UAE team for effective participation in the investigation.
• Manage the roster of the Duty Investigator for immediate notifications of accidents and serious incidents according to the investigation procedures.
• Supervise the operations investigation team to liaise with the technical/engineering investigation team in conducting the investigation.
• Assure that accident investigators comply with site safety procedures.
• Conduct insight analysis of human and organizational factors (operational aspects) and determine their contribution to the accident.
• Supervise the investigation team assigned to represent the Sector in cases of joint civil-military committees formed for conducting investigations into occurrences where military and civil aircraft are involved.
• Lead investigation team assigned to conduct investigations under Annex 13 provisions into State/military/police air accidents upon request from the concerned authority.
• Lead investigation team as investigator-in-charge, assigned to investigate for the privilege of other States upon official request from that State.
• Manage the preparation of the investigation Final Report according to the report-writing procedure.
• Ensure that the investigators are empowered with the law statutory authority for carrying out their investigation functions independently, impartially, and according to the AAIS Code of Professional Conduct.

Stakeholders Network

• Provide technical consultancy to UAE stockholders (authorities, judicial, and other federal authorities) not related to an aviation occurrence.
• Manage activities relevant to ICAO and its member states with all relevant external/internal entities through organized platforms.
• Manage close relationship with ICAO and its member States for promoting the soft power of UAE in the international arena according to the soft power strategy.
• Participate in national and international seminars, forums, and workshops to gain new knowledge in investigation concepts, methods, techniques, and mechanisms.
• Manage the preparation of working papers and presentations, relevant to operations investigations, to be effectively presented in the international forums.

Reporting

• Ensure that all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.

KNOWLEDGE AND EXPERIENCE:

University degree in a technical discipline relevant to aviation; or pilot license holder; or air traffic controller license holder; with 7 years' experience in the aviation industry.
