Job Description

Overview:

We are seeking a highly skilled and detail-oriented Ammunitions Procurement Officer to manage the sourcing, purchasing, and supply chain logistics of ammunition and related components for our manufacturing facility in Doha, Qatar. The ideal candidate will have extensive knowledge of the defense industry, particularly within the ammunition sector, with strong experience in procurement processes, supplier management, and regulatory compliance. This role is crucial in ensuring production efficiency and adherence to local and international arms regulations.

Key Responsibilities:

Procurement Management:

Identify, evaluate, and select suppliers for ammunition materials and components, ensuring cost-effectiveness, quality, and reliability.

Prepare and issue purchase orders, negotiate contracts, and manage supplier relationships to secure favorable terms and conditions.

Oversee the procurement of raw materials, specialized equipment, and other resources necessary for ammunition production.

Vendor & Supplier Relations:

Build and maintain strong relationships with local and international suppliers to ensure a stable and compliant supply chain.

Conduct regular supplier audits to ensure adherence to quality standards, delivery timelines, and regulatory compliance.

Negotiate pricing, terms, and conditions to optimize procurement efficiency and reduce costs.

Regulatory Compliance & Documentation:

Ensure all procurement activities comply with local and international laws related to the arms and defense industry, including ITAR (International Traffic in Arms Regulations), the Wassenaar Arrangement, and Qatar's Ministry of Defense guidelines.

Maintain accurate and up-to-date procurement records, including contracts, invoices, shipping documentation, and regulatory certifications.

Coordinate with internal legal and compliance teams to ensure procurement practices adhere to arms control agreements.

Logistics & Inventory Management:

Manage logistics and transportation of ammunition, raw materials, and supplies to ensure timely delivery and prevent production delays.

Monitor inventory levels to ensure sufficient stock of critical components, while avoiding overstocking or obsolescence.

Collaborate with production and warehouse teams to forecast material needs based on production schedules and future demand.

Cost Optimization:

Implement cost-saving initiatives and strategies to optimize procurement budgets without compromising on quality or delivery timelines.

Continuously evaluate market trends, pricing fluctuations, and supply chain risks to maintain a competitive procurement strategy.

Risk Management:

Assess and manage potential risks associated with the procurement of sensitive materials in the defense industry, including geopolitical factors, supplier reliability, and compliance risks.

Develop contingency plans for potential supply chain disruptions to ensure the continuous availability of critical materials.

Key Qualifications:

Education:

Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field.

Experience:

Minimum of 5 years of procurement experience, ideally within the defense, ammunition, or related manufacturing industry.

In-depth knowledge of local and international defense procurement regulations, including ITAR and Wassenaar Arrangement.

Skills:

Strong negotiation and contract management skills.

Experience managing relationships with both local and international suppliers.

Excellent organizational skills with strong attention to detail and the ability to handle multiple projects simultaneously.

Ability to work within a high-security environment and manage sensitive information with discretion.

Preferred Qualifications:

Ammunition Industry Experience:

Prior experience in procurement within the ammunition or defense sector is highly preferred.

Supply Chain Certification:

Certification in procurement or supply chain management (e.g., CIPS, CPIM).

Language Skills:

Fluency in English is required; knowledge of Arabic is an advantage.
