Requirements:

• Safety Engineering Degree / Health & Safety related degree
• NEBOSH or similar certifications
• Moderate years' experience in Oil & Gas EPC projects related to Health & Safety
• Client-focused approach

Key Responsibilities:

• Managing Health, Safety and Environment program of the organization.
• Oversighting the HSE program with a positive thrust to improve by adapting latest trends and tools and amending the program based on proven output from trial runs.
• Effective upgradation of HSE system by means of continually improving HSE strategies, structures, systems, policies, processes, practices, and procedures which will progressively minimise risks to people, plant and the community and positively impact on the environment to holistically improve business performance.
• Provide appropriate safety, health, accident prevention and investigation training for line managers and supervisors of all divisions, project sites and plant locations.
• Conduct and/or coordinate annual inspection of workplaces to assure safe and healthy condition of workers.
• Prepares appropriate notices for management to issue for abatement of any identified hazards. o Assists management and supervisors in investigating accidents and developing measures to prevent recurrences.
• Provides promotional materials and develops and administers recognition systems to promote safe and healthful work performance.
• Interface with client HSE personnel and site HSE officers.
• Establish and maintain Sub-contractors HSE performance (prequalification, training, performance monitoring). Conduct and evaluate Risk Assessments for all Sub-contractors and other members of the organization by participating in meetings with representatives and Sub-contractors as appropriate, as well as liaising with their management and staff to ensure that work is carried out in a professional and safe manner.
• Provide necessary advice and communications to management on new technologies, scientific develop and latest implementations in occupational HSSE issues, governmental regulations, standards and guidelines, and their potential impact upon operations and long-range plans.
• Complete all the trainings as per the yearly target by preparing schedule, coordinating with safety team, HR and beneficiaries and maintain the HSE Awareness and performance at excellent level.
• Perform random surprise checks to ensure that safety procedures are followed and documented by employees and staff.

? Emergency Response (identify training needs, develop exercises, and maintain resources such as plans and equipment including first aid and fire prevention and response).

• Be the appointed person to manage radiation license and safety and security programme.
• Develop an HSE audit programme to assure successful implementation of HSE policies.
• Conduct or / and assure daily Toolbox Talk (TBT) meeting at all site locations and yards and the legible and genuine attendance records are being maintained.
• Provide timely and accurate reports to Management on safe man-hours, waste management, safety compliance, incident reporting, environmental emissions etc. Establish annual HSE budget and manage fiscal matters.
• Represent at industry meetings with government and other external authorities, as well as external consultants and contracting companies, as required.
• Participate in weekly Engineering and Projects Meetings.
• Work assignments carried out to the highest quality level.
• Know and understand ASTRA QHSE Policy and comply all safety rules and company policies meeting all requirements of the IMS Manual, Operating and Technical Procedures and Work Instructions.
• Must understand and comply with all safety rules and company policies of ASTRA.
• Perform on various other key assignments as assigned by Company
