Job Summary:

The Finance and Accountant Manager will oversee all financial operations for the polyclinic in Dubai. This key role involves managing accounting functions, financial reporting, budgeting, and ensuring compliance with UAE financial regulations, including VAT and other healthcare-specific laws. The Finance Manager will provide leadership, analysis, and strategic advice to ensure the financial health of the clinic.

Key Responsibilities:

• Financial Reporting and Management:
• Oversee and prepare monthly, quarterly, and annual financial reports, including balance sheets, income statements, and cash flow statements.
• Monitor financial performance against budgets and forecasts, providing insights to the management team.
• Ensure compliance with UAE financial regulations and the International Financial Reporting Standards (IFRS) or applicable local GAAP.
• Prepare year-end financial statements for external audits and regulatory filings.
• Budgeting and Forecasting:
• Lead the preparation of the polyclinic's annual budget, ensuring alignment with organizational goals.
• Collaborate with department heads to forecast revenue and expenses, and identify areas for cost management.
• Perform variance analysis and provide detailed explanations for discrepancies between actual and budgeted figures.
• Accounting Functions and Compliance:
• Oversee day-to-day accounting operations, including accounts payable, accounts receivable, payroll, and general ledger.
• Ensure adherence to VAT regulations, corporate tax filings, and other applicable UAE tax requirements.
• Manage timely and accurate filing of VAT returns, corporate taxes, and other required tax documentation.
• Liaise with external auditors to complete annual audits and ensure compliance with UAE Financial Free Zone requirements, if applicable.
• Internal Controls and Risk Management:
• Implement and monitor robust internal controls to safeguard clinic assets and prevent financial fraud.
• Conduct regular internal audits to ensure compliance with financial policies and procedures.
• Assess financial risks and develop strategies to mitigate risks related to cash flow, investments, and operational expenditures.
• Revenue Cycle Management and Cost Control:
• Review patient billing and insurance claims to optimize cash flow and reduce outstanding balances.
• Manage the polyclinic's revenue cycle, ensuring accuracy in billing and timely collection of payments.
• Monitor operational costs and identify opportunities for cost-saving initiatives without compromising the quality of care provided.
• Cash Flow and Treasury Management:
• Ensure optimal management of cash flow, working capital, and liquidity to meet the polyclinic's operational needs.
• Oversee banking relationships and manage cash reserves effectively.
• Financial Analysis and Strategic Support:
• Provide detailed financial analysis and recommendations to the CEO/Medical Director for decision-making and strategic planning.
• Evaluate the financial viability of new service offerings, expansion opportunities, or other capital investments.
• Provide insights into market trends, regulatory changes, and potential financial risks impacting the polyclinic.
• Leadership and Team Management:
• Lead and mentor a team of finance and accounting professionals, providing training and development opportunities.
• Ensure efficient department operations and foster a collaborative, high-performance team environment.

Qualifications and Skills:

• Education:
• Bachelor's degree in Accounting, Finance, or a related field. A Master's degree or MBA in Finance is a plus.
• Professional certifications such as CPA, CMA, ACCA, or CA are highly desirable.
• Experience:
• At least 5-7 years of experience in accounting and finance, with a minimum of 2-3 years in a managerial role.
• Experience working in the healthcare or polyclinic sector in Dubai or the UAE is highly preferred.
• In-depth knowledge of UAE VAT regulations, tax filings, and financial reporting standards.
• Prior experience with financial software used in healthcare (e.g., ERP systems, accounting software).
• Skills:
• Strong understanding of accounting principles, financial management, and UAE tax regulations.
• Advanced proficiency in Microsoft Excel and accounting software (e.g., QuickBooks, Sage, Oracle).
• Excellent organizational and analytical skills, with attention to detail and accuracy.
• Strong communication skills, with the ability to explain complex financial information to non-financial stakeholders.
• Leadership skills to manage and mentor the finance team.
